Attachments Must Be In PDF FormatTo perform a variety of unskilled and semi-skilled manual labor tasks and other duties as needed within the Public Works Department.An employee in this class performs a variety of tasks involving but not limited to, routine manual labor in the maintenance and upkeep of public facilities; collection of municipal waste, debris, and yard waste; mowing City properties, roadway banks and other grounds facilities; and performing unskilled and semi-skilled labor in support of trades personnel assigned to maintain roadways, sidewalks, catch basins, and other City property. Work is manual labor in nature and is supervised by a crew leader or other staff and is evaluated on the basis of work effort, completion of assigned work, visual inspection of work, compliance with safety procedures, and overall quantity and quality of work performed
EXAMPLE OF DUTIES
Repairs concrete sidewalks, curbs, and gutters.Assists in repairs and maintenance of City maintained streets, bridges, and patches utility cutsOperates push or riding mower, weed eater and backpack blower to mow, trim and remove grass Operates commercial grade leaf collection equipmentAssists with building maintenance as assigned Collects brush and tree limbs and shreds using gas powered wood chipperRemove trees and limbs from right of ways, roadways, and other city properties with equipment such as chainsaw and pole sawsWorks as a team member in the collection of municipal waste, debris and yard waste Assists with disposing of solid waste at transfer site or landfill.May perform routine and unskilled preventive maintenance on equipment; cleans garbage collection vehicles including tasks such as washing, steaming, and cleaning interiorUses departments software programs as related to division’s tasksPerforms other work as may be assigned in other City divisions and departmentsMay be required to work outside normal work hours in an emergency or on-call basis.Performs related tasks as required
SUPPLEMENTAL INFORMATION
Physical RequirementsWork in this class is defined as heavy work requiring physical exertion in excess of 100 pounds of force occasionally, and/or in excess of 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects. Employee has to perform physical activities such as climbing, balancing, stooping, kneeling, crouching, reaching, walking, standing, pushing, pulling, lifting, grasping, feeling, talking, and hearing. Employee must have the visual acuity to visually inspect small defects or parts, operation or inspection of machines and earth moving equipment, use of measurement devices, and to determine the neatness and accuracy of work assigned. Employee must have the stamina to work for extended periods, some of which may be emergency situations. Working ConditionsWork is performed primarily in outside environmental conditions including extreme heat and cold with snow and ice. Employee is subject to noise which may cause the employee to shout in order to be heard above the ambient noise level. Employee is subject to vibration, such as exposure to oscillating movements of the extremities or whole body and is also subject to workplace hazards including proximity to moving mechanical parts or exposure to chemicals, oils, fuels, and potential for blood borne pathogens in raw untreated sewage. Employee is subject to atmospheric conditions due to exposure to fumes, odors, dusts and oils. Employee is exposed to moving or parked vehicles, stray or loose animals, insects, broken glass and metal and other conditions associated with solid waste collections. May work in close quarters which could cause claustrophobia. EducationGraduation from High School or equivalent. ExperienceSome prior manual labor work experience is preferred. Special RequirementValid North Carolina driver’s licenseForklift Operator Certification, Flagger Training, and Competent Person Training is required within 2 years from date of hire FLSA Status: Non-Exempt CAREER LADDER – GENERAL MAINTENANCE WORKER/EQUIP OP TRAINEEGuidelines for achieving equipment proficiency rating for all General Maintenance Worker levels through Equipment Operator Trainee: Successful complete proficiency test with a pass score, orComplete training hours, and then successfully complete proficiency test with a pass score. If employee does not pass proficiency test, the employee will complete the applicable training hours before being allowed another attempt at the proficiency test. This method will be repeated until employee is able to successfully pass a proficiency test. Proficiency testing will be conducted by the Public Works Supervisor and Public Works Crew Leader. General Maintenance Worker 1Employees in this classification must be able to operate, maintain, and have knowledge of certain types of equipment used in the maintenance of grounds throughout the city including, but not limited to, roadways, right of ways, city parks, and other city property. Employees at the General Maintenance Worker I level are considered entry level and will work toward achieving a pass rating through proficiency testing on the following: Push Mower – (20 hours of operation plus knowledge of maintenance including, but not limited to, changing oil, changing and cleaning filters, sharpening mower blades)Zero Turn Mower – (20 hours of operation plus knowledge of maintenance, including but not limited to, changing oil, changing and cleaning filters, sharpening mower blades).Back pack blower – (10 hours of operation plus knowledge of maintenance)Weed Eater – (20 hours of operation plus knowledge of maintenance including, but not limited to, changing string, changing and cleaning filters). Asphalt Packer – (15 hours of operation plus knowledge of maintenance including, but not limited to, loading and unloading, checking fluid levels).Road Saw – (15 hours of operation plus knowledge maintenance including, but not limited to, safety procedures for dust particles, checking fluid levels and proper cleaning).Chainsaw – (25 hours of operation plus knowledge of maintenance including, but not limited to, sharpening chain, checking oil and fluid levels, cleaning and changing filters, knowledge of safety and using proper protective equipment). General Maintenance Worker 2Employees in this classification must be able to operate, maintain, and have knowledge of certain types of equipment used in the maintenance of grounds throughout the city including, but not limited to, roadways, right of ways, city parks, and other city property. New hires will have opportunity to complete skills testing during 6 month probationary period to determine if General Maintenance Worker II status is recommended. To achieve General Maintenance Worker II status, the employee must demonstrate proficiency on the following: All General Maintenance I equipment and training requirementsLeaf Machine – (30 hours of operation plus knowledge of maintenance including, but not limited to, checking fluid levels, cleaning and changing filters, checking hosed and safety points of emphasis).Chipper – (10 hours of operation plus knowledge of maintenance including, but not limited to, safety procedures, safe operation, checking, cleaning and changing filters and checking fluid levels).Cement Mixer – (15 hours of operation plus knowledge of maintenance).Asphalt Roller – (15 hours of operation plus knowledge maintenance including, but not limited to, transportation to job site, checking fluid levels, repairs to water lines). Equipment Operator TraineeEmployee in this classification must be able to operate, maintain, and have knowledge of certain types of equipment used in the maintenance of grounds throughout the city including, but not limited to, roadways, right of ways, city parks, and other city property. To achieve the Equipment Operator Trainee status, the employee must demonstrate proficiency on the following: All General Maintenance I equipment and training requirements,All General Maintenance 2 equipment and training requirements, and/orPossess a CDL permit DisclaimerThis classification specification has been designed to indicate the general nature and level of work performed by employees within this classification.
