Clark County, NV is Hiring a HUMAN RESOURCES ANALYST I/II Near Las Vegas, NV

Clark County Human Resources is seeking qualified candidates for the Human Resources Analyst I/II position. This position will work in a high-volume recruitment environment assisting a variety of Clark County departments with hiring candidates for a variety of positions (both union and non-union). In this position, the candidate will assist County staff with developing a recruitment strategy and then executing the strategy from posting a job to filling a vacancy all the way to conducting any requisite pre-employment background checks-and everything in between. Further, this position will assist with a variety of trainings for both internal and external customers, assist with promotional recruitments governed by collective bargaining agreements, and other related duties which include, but not limited to, offsite career fairs, conducting Nevada POST assessments and other written & physical assessments that will require you to be offsite and working outside throughout the year.
Human Resources Analyst I - $29.44 - $45.66 Hourly
Human Resources Analyst II - $31.79 - $49.33 Hourly
The Human Resources Analyst I is a training underfill position, upon successful completion of the training program the successful candidate will be non-competitively promoted to Human Resources Analyst II.
THIS RECRUITMENT IS LIMITED TO THE FIRST 250 APPLICATIONS RECEIVED AND WILL CLOSE WITHOUT NOTICE ONCE THAT NUMBER IS REACHED.
This recruitment will consist of several selection steps. Those candidates meeting minimum qualifications will receive an email containing a link to participate in a soft skills assessment. Candidates must complete the assessment to be considered to move forward to an interview.
This examination will establish an Open Competitive Eligibility list to fill current and/or future vacancies that may occur within the next six (6) months at either level or may be extended as needed by Human Resources.
Human Resources reserves the right to call only the most qualified applicants to the selection process.

MINIMUM REQUIREMENTS

Education and Experience:
Human Resources Analyst I - Bachelor's Degree in Human Resources, Business, Public Administration, Social Science or a related field AND one (1) year of full-time professional experience in human resources with major emphasis on functional area related to specific job assignment (i.e., recruitment/selection, classification/compensation, and/or employee/labor relations). Professional level experience that has provided the skills and knowledge necessary to perform all job functions at this level may be substituted for the education on a year-for-year basis. Experience in more than one functional area of human resources and/or in a public agency setting are desirable.
Human Resources Analyst II - In addition to the above: One (1) year of full-time professional experience in human resources with major emphasis on functional area related to specific job assignment (i.e., recruitment/selection, classification/compensation, and/or employee/labor relations).
Qualifying education and experience must be clearly documented in the “Education” and “Work Experience” sections of the application. Do not substitute a resume for your application or write "see attached resume" on your application.
Working Conditions: Attend meetings or administer examinations outside of normal working hours.
Licensing and Certification: Specified positions require possession of a valid Nevada Class C Driver's License at time of appointment.
Background Investigation: Employment is contingent upon successful completion of a background investigation.
Pre-Employment Drug Testing: Employment is contingent upon the results of a pre-employment drug examination.

EXAMPLES OF DUTIES

  • Performs a variety of professional level personnel duties related to one or more functional areas within a centralized human resources system.
  • Duties may vary depending on area or areas to which assigned.
  • Conducts job analyses to support recruitment activities; designs and implements recruitment programs to obtain qualified candidates; prepares job announcements, advertisements, and other recruitment materials.
  • Coordinates, designs, and administers job-related selection procedures, including, but not limited to, application reviews, written and performance tests, and interviews and assessment techniques; screens applications for qualifications; provides for the establishment of employment lists.
  • Conducts organizational and classification studies and audits and prepares reports, recommendations, and class descriptions; performs job evaluations as required.
  • Collects compensation and benefit data and prepares analyses and reports; provides classification, compensation, benefits, and other information to other agencies.
  • Assists with the design and implementation of various employee development and training programs; arranges for trainers or conducts training programs when required; informs supervisors and employees of available training opportunities; evaluates effectiveness of training programs.
  • Assists in the development and implementation of various employee assistance and wellness programs such as the annual County Games and the Employee Health/Wellness Fair.
  • Provides expertise and advice to management regarding the handling of employee/labor relations issues; interprets collective bargaining agreements.
  • Conducts research and collects various information in support of labor negotiations; May serve on the County negotiating team with employee organizations and/or for grievance proceedings; conducts grievance and disciplinary investigations; makes recommendations and provides related professional support.
  • Confers with and interprets policies, procedures and regulations to County staff and the public.
  • Assists in the development and implementation of computerized personnel systems; provides information to information systems staff and may instruct others in system application.
  • Analyzes personnel procedures and practices and recommends improvements through consolidation, teamwork, or automation.
  • May provide technical advice to or instruct others in work procedures.
  • Conducts investigations into complaints filed with the Equal Opportunity Division; makes recommendations regarding resolution.
  • Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a work team.
  • Prepares reports, correspondence, and a variety of written materials; prepares and maintains accurate records and documentation of activities.
  • Uses standard office equipment, including a computer, in the course of the work.
  • May be required to drive a county vehicle or be able to arrange for appropriate transportation to and from other County facilities in order to attend meetings, conduct audits, training sessions, grievance hearings, or handle other personnel business.

PHYSICAL DEMANDS

Mobility to work in a typical office setting, use standard office equipment, and to drive a motor vehicle in order to attend meetings and visit work sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or over the telephone.
