CITY OF LAREDO is Hiring an Intelligence Analyst, (A242365-2), 209, Criminal Int. Acquisition Near Laredo, TX

Conducts background research on criminals or suspected criminals under investigation through direct computer access or personal contact with systems and organizations such as LexisNexis Accurint, Department of Public Safety, Customs and Border Protection, Drug Enforcement Agency, Federal Bureau of Investigation, and all local law enforcement agencies including United Independent School District Police, Laredo Independent School District Police, Webb County Sheriff's office, Constables, and Union Pacific Police.
ESSENTIAL DUTIES & RESPONSIBILITIES
The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.
  • Evaluates information, selects essential elements, and correlates new information with existing information.
  • Conducts background research on criminals or suspected criminals under investigation through direct computer access using systems such as LexisNexis Accurint, Department of Public Safety License Retrieval System, Gang Recognition websites, etc., and assist all Local, State, Federal and out of state law enforcement agencies including United Independent School District Police, Laredo Independent School District Police, Webb County Sheriff's office, Constables, and Union Pacific Police.
  • Compiles information, analyzes findings, makes interpretations, and writes comprehensive reports based on this data.
  • Determines criminal associations and patterns of criminal activity relating to organized crime, white collar crime, and major conspiracies.
  • Prepares graphs, charts (links analysis, event flow analysis, activity charting), tables, and other illustrative devices for visual presentation of data.
  • Demonstrates continuous efforts to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
  • Prepares annual, quarterly, and monthly analytical reports on organized criminal activity; provides these reports to Laredo Police Department Administrators and various law enforcement agencies with strict confidentiality.
  • Will be required to drive a City vehicle for City business use.
  • Performs other duties as assigned.

Knowledge of:
  • Knowledge of research methods and techniques.
  • Knowledge of types of crimes and modus operandi associated with organized crime, white collar crime, and major conspiracies.
  • Knowledge of requirements for intelligence file creation, retention, dissemination, and purging.
Skills and Abilities:

  • Ability to communicate in English by phone or in person in a group or in a one-to-one setting.
  • Ability to read, analyze, interpret, and evaluate research findings and recommendations.
  • Ability to develop and maintain liaison with the intelligence community at Federal, State, County, and Municipal levels to share information on criminal activities or suspected criminal under investigation.
  • Ability to organize and present accurate information in a logical sequence.
  • Ability to prepare graphs, charts, tables, and other illustrative devices to assist informal presentations within the community or out of state conferences.
  • Ability to work with computers and word processing software applications.
  • Ability to work cooperatively with employees from other law enforcement agencies and City employees.
  • Ability to perform basic statistical work, analytical research, and link analysis.
  • Ability to operate a variety of standard office equipment.
  • Ability to produce written documents in English which clearly and accurately depicts logical and organized thoughts using proper sentence construction, punctuation, and grammar.
  • Ability to enter and retrieve data or information from a terminal, PC, or other keyboard device.
  • Ability to remain in a sitting position for extended periods of time.
  • Ability to work safely without presenting a direct threat to incumbent or others.
  • Ability to possess the necessary adroitness and dexterity to safely and skillfully utilize art supplies (such as razor blades, rulers, and overlays) routinely associated with creating charts.
  • Ability to perform strenuous and routine work especially in regards to public health emergency response.
  • Ability to maintain a valid Texas Driver license and a good driving record.
  • Ability to maintain effective professional working relationships with other employees and respond to general public needs.
  • Ability to project a positive and professional image of the City of Laredo.
  • Ability to effectively communicate both orally and in writing in the English language and orally in the Spanish language.
  • Required to comply with all City of Laredo's policies and procedures
  • Ability to maintain good health and physical condition sufficient to permit the full performance of the duties of this position.

Physical Effort Requirements 
Position will have the following exposures
  • Office or similar indoor environment, relatively free from unpleasant environmental conditions or hazards.
  • Exerting up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or constantly having to lift, carry, push, pull, or otherwise move objects, including the human body. Required Education and Experience
  • Bachelor's degree from an accredited* college or university in Criminal Justice, Business, or related field.
  • At least one (1) year of experience in research methods or administrative experience that includes moderate knowledge in the use of Microsoft Office software (i.e. Word, Excel preferred). Experience in law enforcement is preferred.
OR
  • High School Diploma or G.E.D.
  • At least six (6) years of experience in research or analytical methods/evaluating and assessing gathering of information in law enforcement or military organization (i.e. 911 dispatcher/call-talker, military intelligence, military police, crime scene technician). 
*Council of Higher Education Accreditation (C.H.E.A.) Desirable Licenses or Certifications
  • Prior Law Enforcement Training Certification(s) desirable.
Valid Texas Driver License
If applicant holds an out-of-state license, a State of Texas Driver License must be obtained within 6 months of employment.

As part of the minimum requirements for all positions with the City of Laredo, a thorough background check and certified school transcripts will be required from all applicants who are offered employment.
Effective February 24, 1997, all selected applicants are required to undergo a drug and alcohol test prior to employment.
Effective January 7, 2008, all persons in safety-sensitive functions/positions, as per City of Laredo Drug and Alcohol Policy definition, shall be subject to random drug and alcohol testing.
