Under supervision of the City Engineer - Development Services, the Right of Way Permit Reviewer will oversee the day-to-day review and approval of all Right of Way permit applications, specifically those permits concerned with installation of telecommunications, fiber, gas, power and non-City of Lakewood water and sanitary sewer providers in accordance with Lakewood’s Codes and Engineering Standards and Specifications. This position will coordinate with a wide variety of contractors and private utility providers to provide timely and efficient plan reviews.
Under supervision of the City Engineer - Development Services, the Right of Way Permit Reviewer will manage consultants hired by the City to review and or inspect the approval and installation of Google Fiber throughout the City.
Essential Duties and Responsibilities
Incumbent is accountable for all duties of this job and other projects and responsibilities may be added at the City’s discretion. Employees must be able to perform the essential duties of this job with or without reasonable accommodation.
  • Reviews all applicable Right of Way permits for compliance with the city’s Right of Way Construction requirements included in the City of Lakewood Engineering Regulations, Construction Specifications, and Design standards.
  • Works with the Building Division, the Transportation Engineering Division, and the Street Maintenance Division to coordinate approvals of permits within the Right of ways.
  • Works with Contractors, Utility Providers and the Construction Inspections Division to resolve design and construction issues for projects within the Right of Way.
  • Maintains a system for tracking and documenting right of way permit violations.
  • Coordinates with the Google deployment team and City consultants to manage all design, permitting and construction issues such as billing, permit violations, review times, permitting, residents, changes to approved plans, punch lists and related issues.
  • Conducts field investigations as necessary to evaluate proposed construction, verify existing conditions or follow up on completed work.
  • Performs other duties as assigned.

Knowledge, Skills and Abilities
  • Work requires a comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities appropriate to the work environment of the organization.
  • Ability to manage and analyze complex data sets and City of Lakewood permitting software.
  • Considerable knowledge of construction practices involving trenching, directional bores, traffic control, and pavement restoration.
  • Ability to read and interpret municipal codes along with an understanding of development review and permitting processes.
  • Ability to communicate requirements for design, permitting, and construction methods to stakeholders for a wide variety of infrastructure improvements within the Right of Way.
  • Ability to collaborate with colleagues, CDOT and stakeholders including construction contractors and utility providers.
  • Must be able to interact with others in a positive manner and demonstrate ability to work effectively both independently and as part of an interdisciplinary team to advance the city’s goals.
Education and Experience
  • Education: Bachelor’s degree in job-related discipline such as Engineering, Construction, etc.
  • Experience: Two years’ experience in a related field, preferably in Construction Management, Civil Engineering or Utility construction / Inspection
Certification/Licenses/Specialized Training
  • Valid Drivers license and acceptable driving record
Working Conditions and Physical Requirements
Must successfully complete and maintain required state or departmental physical standards and certifications.
LIGHT WORK: Exerting up to 30 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for Light Work.

Pay Range
$34.07-$44.23
Background and reference checks will be conducted for all regular and some variable/seasonal positions.
