GENERAL DESCRIPTION OF CLASS

This is skilled work involving maintaining City-owned properties and leading a small workgroup. Work involves heavymanual labor, requiring hand tools to assemble, install, and maintain equipment and city properties. This individual is the lead in a small workgroup designated by the supervisor. Work assignments frequently are detailed, and the work is subject to review while in progress and upon completion.

ESSENTIAL FUNCTIONS AND ADDITIONAL FUNCTIONS

ESSENTIAL FUNCTIONS:
  • Operates equipment such as trucks, tractors, mowing equipment, front-end loaders, and backhoes in construction and airport maintenance activities.
  • Mows and edges with hand and power equipment.
  • Performs advanced gardening and pruning work related to turf and airfield maintenance.
  • Cleans and makes routine repairs to small and medium-sized equipment.
  • Performs routine maintenance on grounds equipment.
  • Performs various safety inspections as required.
  • Checks and repairs automatic and mechanical sprinkler system clocks, valves, and sprinkler heads.
  • Participates in the work of an assigned crew in grounds maintenance and light construction work at both Airside and Landside of the Airport.
  • Mixes and applies pesticides, herbicides, and fertilizers.
  • Works independently, completing assigned tasks.
  • Performs airfield-related tasks as assigned.
  • Works in areas where there is heavy public and tenant access.
  • Ensures compliance with federal regulations pertaining to airport operations, safety, certification, and security under FAR Part 139 and TSR 1542.
  • Assists and leads a small workgroup in grounds maintenance and light construction work at a City park or other City-owned properties.
  • Operates equipment such as trucks, tractors, mowing equipment, front-end loaders, and backhoes in park construction and maintenance activities.
  • Uses small power-operated equipment, including mowers, edgers, clippers, and other associated equipment used in landscaping and grounds maintenance.
  • Cleans and makes minor repairs to equipment.
  • Performs routine maintenance on grounds equipment.
  • Performs various safety inspections as required.
  • Checks and repairs automatic and mechanical sprinkler system clocks, valves, and heads.
  • Supervises large community parks in lieu of Grounds Maintenance Worker III.
  • Interacts with user groups in the parks.
  • Member of the Storm Team in an emergency such as a hurricane.
  • Performs minor electrical, plumbing, and mechanical work.
  • Performs the more skilled gardening and pruning work and/or skills related to turf and ball field maintenance.
  • Involves all landscape installation and maintenance phases, including weeding and maintenance of plant beds.
  • Maintains baseball fields, soccer fields, tennis courts, and other miscellaneous hard courts and turf areas.
  • May be required to work overtime or alternate hours as necessary for the efficient operation of the department.
  • Position is designated as Mission Critical.

ADDITIONAL FUNCTIONS:
  • May perform general custodial duties at public facilities.
  • May be asked to perform similar work as needed at other facilities.
  • May mix pesticides, herbicides, and fertilizers.
  • May escort and monitor contractors on the airfield.
  • Performs related work as required.

QUALIFICATIONS (EDUCATION, TRAINING AND EXPERIENCE) AND SPECIAL REQUIREMENTS

  • High school diploma from an accredited school or its equivalent.
  • One (1) year of experience in general labor and grounds maintenance work.

SPECIAL REQUIREMENTS:
  • Must possess and maintain a valid driver’s license.
  • Must maintain a valid telephone number.
  • Must pass a ten-year fingerprint based criminal history records check (CHRC) and security threat assessment (STA).
  • May be required to pass an elevated background check provided by the City of Lakeland Police Department upon hire.

KNOWLEDGE, SKILLS, ABILITIES AND WORKING ENVIRONMENT/PHYSICAL REQUIREMENTS

  • Knowledge of tools and their uses.
  • Knowledge of the precautions necessary to work safely with and around mechanized equipment, hand tools, and power tools.
  • Ability to understand and carry out oral and written instructions.
  • Ability to detect and report plant-related problems, such as diseases, lack of water, etc.
  • Knowledge of the use of motorized equipment.
  • Ability to establish and maintain effective working relationships with supervisors, City employees, and the general public.

WORKING ENVIRONMENT/PHYSICAL REQUIREMENTS:
  • Requires heavy work that involves lifting, shoveling, walking, or standing most of the time, carrying 35-50 pounds on a regular and recurring basis, along with exerting up to 100 pounds of force frequently.
  • The job risks exposure to bright/dim light, wet/humid conditions, disease, pathogens, extreme noise levels, traffic, toxic/caustic chemicals, fumes, noxious odors, moving machinery, heights, dusts, pollen, and extreme cold/heat.
  • The job requires normal visual acuity, field of vision, hearing, speaking, color perception, sense of smell, depth perception, and texture perception.
