Performs a variety of supervisory, administrative, skilled, technical, and maintenance work in the operation, repair, maintenance of City water systems, City facilities, parks, grounds, and open spaces; maintains and/or repairs conducts repairs and provide construction oversight of City streets, sidewalks, signs, sewers, storm drains, traffic systems and rights-of-way; assists in the preparation of plans and specifications for public works projects; performs inspection duties and assists in the coordination of public works projects; and performs related duties as required.
This is a single-position class with oversight of the Utilities and Maintenance divisions. Duties include performing both technical and difficult maintenance tasks; may assist in the preparation of plans and specifications for public works projects; perform inspection duties; and assist in the coordination of miscellaneous public works projects. Successful performance of the work requires considerable use of independent judgment and initiative, particularly in the event of emergency situations.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision by the Public Works/Community Services Director. This position is responsible for employees engaged in the operation and maintenance of the City's water systems, facilities, and operations as well as storm drains and sewers; and maintenance and repair of City facilities, landscaping, medians, parks, streets, signage, and sidewalks.

Scope of Work and Examples of Duties

Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.
Trains, supervises, evaluates, and disciplines employees performing the duties of maintenance, construction, and repair of water systems and City facilities.
Assists in the selection of employees; plans, organizes, schedules and assigns work; develops and establishes work methods and standards; conducts or directs staff training and development; reviews and evaluates employee performance; recommends disciplinary action. Performs other duties as assigned.
Required to participate in the preparation of several events, which may require evening, weekend, or holiday work. The events include, but are not limited to the following: Festival of Nations, Civic Expo, Fitness Run For Fun, and other events as assigned. This position is required to be an on-call shift operator during non-working hours and may be required to work overtime hours as needed. Must be available for standby duty and is subject to periodic call-out during off time hours to assist with emergencies and available to respond within 30 minutes.
Performs other duties as assigned.
Utilities
Supervises, inspects, and participates in the work of those engaged in the installation, operation, maintenance, and repair of water mains, fire hydrants, domestic water services, water meters, booster pumping stations, treatment, and other water facilities and equipment. Assigns, advises, and assists crews in the operation of the City's water distribution system, pumping, and equipment maintenance. Supervises, instructs, and assists assigned crews in installing new water lines, installing and relocating fire hydrants and meters, and maintaining the existing water supply and distribution systems. Supervises and assists in the work of staff engaged in meter reading, installation, water service maintenance and repair, and customer service. Supervises and directs the work of staff responsible for performing a wide range of emergency repair work, skilled testing and repair of meters, backflow devices, and other related appurtenances.
Responds to emergency calls from the public and other agencies and determines appropriate action such as placing barricades, repairing leaks, shutting off main lines, and correcting problems with pumps and reservoirs.
Responds to complaints regarding water leaks, pressure loss or no water, and low and high billings; evaluates situation, and performs follow-up on customer complaints by coordinating activities with other City staff in resolving customer complaints.
Orders water from suppliers and adjusts reservoirs to ensure adequate supply of domestic water; adjusts and maintains chlorine generation/injection equipment; monitors the collecting of samples for bacteriological, chemical, general, physical analysis, gross alpha tests, and other water quality samples and tests as required; prepares required monthly and yearly reports for the State and other governmental agencies on water quality; prepares and maintains a variety of other written reports and records.
Supervises and performs work in the repair and maintenance of sewer and storm drain systems.
Maintenance
Supervises, directs, and coordinates facilities and building maintenance, custodial services, and inspects work performed to ensure compliance with established procedures. Supervises the installation, servicing and repairs of plumbing fixtures, heating and air conditioning, electrical equipment and wiring, and any related facilities maintenance activities. May assist in the coordination of construction activities for public works projects. Receives and responds to work requests and complaints regarding the level of maintenance services.
Operates a variety of heavy construction equipment; supervises and performs work in the repair and maintenance of streets, sidewalks, curbs, gutters, and fences; instructs and assists in tree trimming and maintenance; supervises and performs work in street striping, curb painting, and in the installation traffic control devices.
Supervises and performs work in the maintenance of grounds and public opens spaces and park facilities; schedules fertilizing, spraying, and planting activities; supervises the installation of park and recreation equipment. Coordinates major maintenance projects with staff and contractors; reviews plans of proposed projects; inspects work performed by contractors to ensure compliance with City regulations and standards.
Determines products, materials, and equipment to be used in maintenance work; may interact with sales representatives; prepares purchase orders; maintains inventories such that adequate materials, supplies, and tools are available; keeps records of time, materials, supplies, equipment, and work performed.

Minimum Qualifications

Knowledge, Skills, and Abilities
Knowledge of: The tools, equipment, supplies, and safe methods used in water distribution systems operations, maintenance, and water quality assurance work; construction and maintenance work, including such areas as electrical, heating, air conditioning, carpentry, plumbing, and grounds; construction and maintenance of streets, sewer systems, and drainage systems; repair and installation of related facilities and appurtenances; safe work methods and practices; operation and maintenance of a variety of equipment and tools used in the work; applicable laws and regulations; record keeping, budgeting, and purchasing procedures; pertinent laws, codes, and safe work practices; methods and techniques of supervision and work planning. Tools, equipment, supplies, and safe methods of construction and maintenance work, including such areas as electrical, heating, air conditioning, carpentry, plumbing and grounds.
Ability to: Work independently with a minimum of direction; plan, organize, and supervise the work of assigned staff; allocate equipment, materials, and personnel in a cost effective manner; establish and maintain standards of maintenance and repair; select, estimate, operate, and maintain tools and equipment used in the work; read and interpret plans, work sketches, and specialized maps; prepare and present oral and written reports; highly responsive; provides excellent customer service; establish and maintain cooperative working relationships.
Education and/or Experience
Any combination of training and experience which would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:
Graduation from high school or equivalent and five years of progressively responsible experience in water production and distribution, general maintenance, construction, or public works experience, including two years of experience in a lead capacity. College level coursework in water technology or a related field; and storm water and wastewater experience is highly desirable.
Required Licenses and Certificates
Possession of a valid Class B California driver's license at the time of appointment and a satisfactory driving record. Possession of valid Water Distribution Operator, Grade D3 Certificates Water Treatment Operator, Grade T2 as issued by the California Department of Public Health at time of appointment and as continuing condition of employment. Possession of an Associate’s Degree or equivalent is required.
Possession of or ability to obtain certification as a Cross Connection Control Specialist approved by the American Water Works Association, a Backflow Prevention Device Tester Certificate issued by the Orange County Health, Wastewater Collections System certification, and an Herbicide Application is desirable.

The noise level in the work environment is occasionally loud in field settings, and moderately quiet in office settings.
