City of Kingsport is Hiring an Economic Development Director Near Kingsport, TN

Under direction of the City Manager, the purpose of this position is to plan, organize, direct and integrate the City's economic development programs and services. This position is responsible for policy development, program planning, budget management, administration and facilitation of the City's economic development functions. 
  • Plans, organizes, controls, integrates and evaluates the work of the Economic Development office; develops, implements and monitors long-term plans, goals and objectives focused on achieving the City’s mission. 
  • Manages and directs the development, implementation and evaluation of plans, policies, systems and procedures to achieve annual goals, objectives and work standards that support the City’s mission and values.
  • Facilitates coordination with other City departments in order to ensure that the City has adequate long-range plans for economic development initiatives. 
  • Manages projects, mentors new employees, and provides opportunities for continuing education and training of employees.
  • Develops short- and long-term economic development plans; coordinates studies and provides reports and recommendations that inform and communicate those plans.
  • Provides assistance to our economic development partners, and the private sector when appropriate, in promoting the sale of lots and the development of projects that are beneficial to the citizens of Kingsport.
  • Ensures the timely preparation of complete and accurate staff work for presentation to citizen committees, commissions and the Board of Mayor and Alderman. Oversees and conducts research and analysis for presentations on special projects and economic planning issues.
  • Maintains knowledge of national and state-wide developments in planning, economic and community development matters; evaluates their impact on City programs and operations and implements process improvement where warranted.
  • Plans and directs comprehensive planning and economic development programs and services; analyzes complex planning and economic development issues and problems, evaluates alternative solutions and develops sound conclusions, recommendations and courses of action.
  • Maintains knowledge of the City’s existing inventory of available buildings as well as business and residential development sites.
  • Administers grants that are related to economic development such as EDA or ARC. . Communicates with grant agencies, other outside agencies, and relevant City departments regarding the proper administration of grants.
  • Serves as a liaison between the department and various local, State and federal agencies responsible for economic development.
  • Update and review strategic plan.
  • Serves on various boards, task forces, committees, and development groups, as appropriate.
  • Performs additional duties as assigned. 
  • Ability to plan, coordinate, direct, and motivate the work of professional and administrative staff. 
  • Must possess excellent knowledge of business, community and economic development principles.
  • Knowledge of municipal zoning and infrastructure.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to observe and interpret situations and manage conflicts.
  • Ability to read and interpret data and utilize mathematical reasoning skills.
  • Ability to perform highly detailed work under changing, intense deadlines.
  • Ability to establish and maintain effective working relationships with City and State officials, private sector executives and business representatives, employees and the general public.
 

Bachelor’s Degree in Business, Public Administration, or a related field required, with seven years of increasing responsible experience in economic and community development, two of which are supervisory in nature. Must possess a current, valid driver’s license. 

*Tennessee Economic Development Certification and/or International Economic Development Certification preferred. EOE
