City of Inver Grove Heights is Hiring a Facilities Maintenance Superintendent Near Inver Grove Heights, MN

The City of Inver Grove Heights seeks an experienced facilities professional for the role of Facilities Maintenance Superintendent. This is a full-time, benefited, exempt position, with a hiring range of $100,651/yr. ($48.29/hr.) to $109,408/yr. ($52.60/hr.), depending on qualifications (Full range max is $127,900/yr.). The work hours are generally daytime, however, oversight of maintenance for facilities such as the community center and fire stations will require flexibility and/or work during non-standard business hours. The deadline to apply is 4:30pm, on May 10, 2024.
This position is responsible for providing direction, supervision, and coordination for the overall maintenance of all municipal facilities (e.g., City Hall, Police Station, Public Works/Maintenance Shop, Water Treatment Plant, three Fire Stations, and the Veterans' Memorial Community Center), to include interior, exterior, mechanical, pool, and refrigeration systems.
Provides project management for capital improvement projects, construction, and renovation of city facilities. Supervises facilities division maintenance staff, contractors, and vendors that provide custodial care, operation of the facilities, and maintenance and improvements to city owned facilities.
 
The Facilities Superintendent must have the ability to maintain positive and effective working relationships with other employees and work in a team-based environment. Must have thoughtful and effective problem-solving abilities, strong organizational skills, excellent written and verbal communication, ability to work independently, and the ability to manage simultaneous services and projects. Essential Duties and Responsibilities:
Oversee, direct, and supervise the maintenance and operation of all City facilities including: 
• Manage the city's mechanical automation system and facility maintenance work order system to ensure timely issue resolution, prevent disruptions to city operations, and maintain a safe and functional environment for employees and the public.
• Develop and implement appropriate preventative maintenance plans, to ensure effective maintenance of facility assets and avoid disruption to city operations.
• Monitor energy usage and environmental impacts of City facilities. Identify opportunities, make recommendations and implement conservation efforts and sustainability initiatives appropriate to the City’s operations. 
• Plan and manage facility capital improvement projects, develop long-term capital improvement plans, and review short-term and long-term facility, staffing, and equipment needs to ensure efficient resource allocation and optimal functionality of city facilities and services.
• Establish standards and oversee custodial care of City Facilities and the Community Center, as performed by internal staff and contract personnel, to ensure a high level of sanitation, cleanliness, and facility appearance.
• Ensure appropriate safety training for assigned personnel, with an emphasis on accident prevention, overseeing hazardous waste disposal and first aid education.
• Maintain a high level of safety practices, including frequent equipment and working condition inspections, to ensure OSHA compliance and promote a safe working environment. 
• Develop and implement risk management strategies and emergency procedures appropriate to areas of responsibility and ensure related staff training.
• Work collaboratively with the Community Center Manger to ensure quality conditions of arena ice and aquatics areas; to plan and oversee project management duties pertaining to the community center; and to identify and prioritize capital project needs.
Supervision and Management of Employees:
• Hire, train, coach, and supervise assigned personnel, including full-time and part-time positions. 
• Assign work, establish standards and priorities, and monitor completion of work within the division. 
• Establish work schedules, respond to time-off requests, and approve timecards.
• Monitor job performance and conduct annual reviews. Ensure compliance with City personnel policies and standards. Initiate and manage disciplinary actions as necessary. 
• Ensure that positive communication and coordination is provided on a timely and consistent basis to ensure that all staff are kept up to date on relevant services and topics. 
• Create an effective climate for employee motivation and productivity through positive reinforcement, recognition, team building and job enrichment.
Financial Administration: 
• Plan, prepare, and recommend annual budgets for City Facilities and related activities within other City funds. 
• Monitor financial reports to ensure that revenue and expenditure goals are maintained and ensure the purchase of materials, supplies and equipment are within budgetary limitations.
• Oversee contract administration including preparations of contracts/bids/quotes from advertisement/collection to award, in accordance with established City policies and procedures.
• Ensure timely and accurate coding and payment of invoices. 
• Ensure requisition of supplies and materials necessary to support facility operating functions.
Work cooperatively with community partners and fellow staff to ensure a consolidated approach to service delivery throughout all city departments.
• Work closely with other divisions and departments to ensure facilities are being operated according to needs.
• Develop and maintain positive relationships with the public, facility users, vendors, and other internal and external stakeholders.
• Keep supervisor informed of significant issues or challenges impacting areas of responsibility.
• Attend relevant trainings, seminars and conferences and participate in professional associations to stay up to date in the field.
• Perform other duties of a comparable level or type, as apparent or assigned.
Minimum Qualifications:
• Associate’s degree, or equivalent certifications, in facility management, building maintenance or other related field, and at least eight years of progressively responsible experience in facility maintenance; or an equivalent combination of education and experience sufficient to perform the essential functions of the position. 
• At least two years project management experience and/or experience overseeing vendors (custodians, electricians, plumbers. HVAC service).
• Experience developing and monitoring operating budgets and capital improvement projects.
• Experience gathering quotes, writing reports, preparing request for proposals (RFP’s), reviewing proposals and managing contracts. 
• Boilers Licenses within 12 months of hire.
• Certified Pool Operator (CPO) or Aquatics Facility Operator (AFO) License within 12 months of hire.
• Certified Ice Technician (CIT) within 12 months of hire.
• First Aid/CPR/AED Certification within 90 days of hire.
• Valid driver’s license.
Desired Qualifications:
• Bachelor’s degree in facility management, building maintenance or other related field. 
• Experience developing and managing long-term maintenance plans and capital projects. 
• Experience in public facilities and/or community center setting; that includes HVAC, commercial pool operations, commercial refrigeration.
• Prior experience working with sustainability efficiencies and environmental stewardship.
• Displayed mechanical aptitude appropriate to the various mechanical systems inherited in an arena/aquatic operation.
• Knowledge of and/or experience in working in a union workplace.Essential Knowledge, Skills and Abilities:
Thorough knowledge and understanding of modern building systems and maintenance best practices, including:
o HVAC, plumbing and electrical systems, 
o roofing, windows, doors and other components of the building envelope,
o custodial services, safety and sanitation,
o energy efficiency and sustainability,
Expertise in the operation and maintenance of specialty facilities, including recreational amenities such as indoor ice arenas and swimming pools, and the ability to learn and understand the maintenance and unique operational needs of city-specific facilities, such as police and fire stations and water treatment plants.
Ability to communicate effectively and professionally, both orally and in writing.
Ability to evaluate situations, draw valid conclusions and apply good judgement to a range of mechanical problems and interpersonal interactions.
Strong organizational and time management skills, effective recordkeeping and attention to detail. 
Ability to establish and maintain effective working relationships with supervisor, colleagues and direct reports, as well as with vendors/contractors, facility users, and the general public. 
Ability to develop and administer division budget and capital project budgets, monitor expenditures, and consistently follow related city policies and procedures. 
Ability to work independently and as part of a team, and resolve conflicts when necessary. 
Ability to manage multiple tasks or projects at a time, prioritize work, and adapt to changing priorities and situations. 
Ability to effectively operate a computer and other common office equipment, including general business productivity software/applications and specialty applications of the department/City.
Work Environment:
Work is primarily administrative and supervisory in nature, but also includes some hands-on work overseeing repair and maintenance activities. Work periodically includes climbing ladders, crawling into tight spaces, exposure to varying climates (indoor pool and ice arena plus outdoor weather conditions), and supervision of plumbing and electrical work. Duties may involve some weekend or irregular hours and are primarily performed on-site. Interactions with the public and staff may on occasion involve handling conflicts, disagreements, and/or disputes. 
Physical Job Requirements:
Employee is frequently required to walk, reach with hands and arms, stand; continuously talk, listen, and hear, and on occasion use hands/fingers dexterously, climb, balance, stoop, kneel and/or crouch, and sit in the performance of the job. Exerting up to 50 lbs. pounds of force occasionally and/or a negligible amount of force constantly to lift, carry, push, pull, or otherwise move objects, including the human body.
