Agency Summary

The purpose and mission of the Metropolitan Emergency Services Agency is to provide operation and management of the Division of Emergency Communications - 911 center, Division of Emergency Management, and the Division of Public Safety Communications - technology infrastructure to the City of Indianapolis and Marion County. The agency is able to do this by cultivating a productive, collaborative, and compliant work environment in order for our workforce to meet the needs of the constituents of Indianapolis and Marion County.

Job Summary

This position is responsible for participating in the administration of the division’s records request process. Incumbent in this position receives daily request for audio and CAD records from citizens and public safety agencies. Incumbent will utilize audio and CAD technology systems to research requests and conduct analysis for certification. Incumbent in this position will routinely provide sworn testimony for both civil and criminal judicial proceedings when ordered by a court of law. Incumbent in this position must be able to work independently under limited supervision. Incumbent in this position is on-call on a rotating basis. Position reports to the Admin Administrator.

Key Responsibilities

  • Processes audio requests when received utilizing record management processes and software applications
  • Retrieve and research data from logging equipment and computer programs to create certified records using technology equipment and devices.
  • Represents the agency in all courts of law, providing sworn testimony specific to audio and CAD records certification.
  • Works with the Public Safety Communications Division to ensure technology is in operating order and communicates concerns and findings when applicable
  • Keeps up to date on the use of the division's CAD, radio, telephony systems, policies, procedures, and directives
  • Must be able to comprehend and interpret FOIA (Freedom of Information Act) laws
  • Must maintain confidentiality at all times

Minimum Job Requirements and Qualifications

High School Diploma or equivalent with two (2) years of previous dispatching experience. No criminal convictions, including misdemeanors, would comprise the ability to provide sworn testimony. Must have a valid driver’s license. Must possess an understanding of recording techniques and equipment. Must possess good listening and comprehension skills. Ability to manage sensitive and complex departmental and public issues. Ability to work under strict time constraints. Must be able to communicate effectively with people at all levels. Skilled in written and oral communications for supporting sworn testimony and written reports. Must have experience with Microsoft Office.

Preferred Job Requirements and Qualifications

Associate degree in Criminal Justice, Public Administration, or a related field with two (2) years of previous dispatching experience. Must possess an understanding of recording techniques and equipment. Must possess good listening and comprehension skills. Ability to manage sensitive and complex departmental and public issues.
