Pay Rate $65,000.00 annually or DOQ

Job Summary

Performs general accounting functions of the department and has knowledge of governmental accounting, auditing and financial reporting. Assists in the preparation of the City’s annual operating budget and related documents and the ongoing monitoring of the budget throughout the fiscal year. 

Essential Job Functions

  1. Prepares journal entries to be posted to the general ledger system.
  2. Reviews journal entries prepared and entered by other staff members for accuracy and adherence to generally accepted accounting standards.
  3. Assists with the month end close process, including preparation of monthly financial reports.
  4. Tracks grant revenues and expenditures through coordination with other departments.
  5. Assists with the annual external audit, including preparing workpapers for, providing requested documentation to, and answering questions from the external auditors.
  6. Assists with internal audit activities, including procurement card reviews and cash handling reviews.
  7. Assists with completing external surveys, and responding to requests for information from other departments and external customers.
  8. Maintains the capital asset ledger by updating for acquisitions, disposals, and adjustments including monitoring expenditures to ensure capitalization of certain costs consistent with accounting standards and procedures.
  9. Reviews payroll reports to ensure timely and accurate processing of a bi-weekly payroll cycle and processes payroll as needed including serving as the primary back up for payroll processing functions.
  10. Reviews required federal government forms, payments, and reports regarding withholding and social security, including quarterly and yearly reports such as 941s and W-2s.
  11. Stays apprised of new and emerging Governmental Accounting Standards Board pronouncements, and assists in the implementation of these standards.
  12. Assists with the preparation of the City’s annual operating budget and related documents, including research, data analysis and input, proofreading, publication, and distribution.
  13. Assists with the development of capital projects budgets and maintains budget reports throughout the life of capital projects. 
  14. Maintains confidentiality of information used for budget and planning purposes. 
  15. Seeks new processes and procedures utilizing new technology and implementing those methods.
  16. Performs related duties as directed when such duties are a logical and appropriate assignment to the position.
  17. Regular and timely attendance are required for this position.
  18. Interacts professionally and respectfully with the public, coworkers and others in the course of daily work.

Skills, Knowledge and Abilities

  • Ability to work as a positive team member and in accordance with the City’s Code of Ideals.
  • Knowledge of research and analysis methods, including statistical and financial analysis.
  • Knowledge of governmental accounting standards.
  • Knowledge of professional practices in internal auditing.
  • Knowledge of principles and practices of administration, organization, management and budgeting as applied to the public sector.
  • Knowledge of Microsoft Office, including Word, Excel, and PowerPoint.
  • Knowledge of the City’s general ledger software, Oracle, the City’s budgeting software, mBudget and mPersonnel, and the City’s HRIS, ADP, or the ability to learn these systems upon hire.
  • Ability to communicate effectively, both orally and in writing, with City staff and the general public.
  • Ability to work independently and with minimal supervision.
  • Ability to schedule work for maximum efficiency and ability to maintain accurate records with attention to detail.
  • Ability to exercise discretion and independent judgment.
  • Ability to sit for extended periods of time, to operate standard office equipment, such as keyboard, calculator, telephone, copier, fax machine, and printer.

Minimum Education, Certification, and Experience Requirements

Bachelor's degree in Accounting, Finance, or related field required and four years of progressively responsible accounting experience, or an equivalent combination of education and/or experience that is equivalent to eight years that provides the required knowledge, skills and abilities to perform the essential functions of the job.

Knowledge of fund accounting and GASB standards; capital asset and construction accounting; and payroll processes and controls. 

CPA, CGFO, or similar designation preferred. Municipal accounting experience is preferred.

Must pass a pre-employment drug screen.
