DESCRIPTION OF DUTIES AND ESSENTIAL FUNCTIONS
Houston Public Works is seeking an Environmental Investigator V (EI V) in Source Water Protection who will be tasked with monitoring the City’s source water for water quality and regulatory compliance. The SWP EI V will propose and implement Best Management Practices, and implementation of systems that will track, report, and curb incidents of illegal discharge, as well as explore opportunities to educate and encourage regional residents and businesses on the importance of protecting the City’s natural resources, with the goal of reducing the amount of pollution that enters our waterways such as runoff from fertilizers, herbicides, and improperly maintained septic systems. The EI V will also partner with numerous regional private and public entities to identify the common resources, goals, opportunities that will advance the protection of Houston’s source water program. The City of Houston’s source water is approximately 85 percent surface water that flows from the Trinity River into Lake Livingston, and from the San Jacinto River into Lake Conroe and Lake Houston. Deep underground wells drilled into the Evangeline and Chicot aquifers provide the other approximately 15 percent of the City’s water supply.
Essential functions of the SWP EI V
  • Required work includes sampling from area lakes and streams, both from shoreline and via boat.
  • Completes all regulatory and required water quality information gathering, testing, reporting to ensure compliance.
  • Supervises the daily technical work activities of an environmental quality control program. Performs related advanced technical work and consulting.
  • Develops presentations and metrics highlighting the programs activities, strategic goals, and accomplishments to internal and external customers, community groups, and the public.
  • Evaluates cost-effectiveness of existing and potential programs, team activities, and makes supportable recommendations to Division Manager.
  • Prepares manuscripts for publication.
  • Assists with the Source Water Protection Groups assets and budget.
  • Plans, supervises and coordinates investigative and enforcement work; monitors daily field operations; reviews and prepares reports.
WORKING CONDITIONS
The position may require lifting of moderately heavy items (up to 40 pounds) and/or long periods of walking field work. There are occasional exposures to significant levels of heat, cold, moisture, air pollution, and raw sewage. This position may involve infrequent exposure to chemical substances and physical trauma of a minor nature such as cuts, bruises, and minor burns.
This is a Department of Public Works & Engineering Emergency Management position at the Tier II Level.

MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENTS
Requires a Bachelor’s degree in Chemistry, Biology, Environmental Health Engineering or a closely related degree.
EXPERIENCE REQUIREMENTS
Four years of pollution/environmental control experience is required.
LICENSE REQUIREMENTS
None.

PREFERENCES

Preference may be given to applicants that possess a Texas Water Systems Operators License
**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
