THE POSITION:  
To administer and manage the mental health programs and services of the Hayward Police Department. Under general direction, plans, provides, and implements mental health services and programs within the Hayward Police Department.
 
Under the direction of the Police Chief, the Police Mental Health Professional has primary responsibility for programs intended to support the emotional well-being of Police Department employees and their families, administering programs of counseling and therapy for police-related mental health issues and implementing department mental health policies and services.
 
The Police Mental Health Professional work is specifically concerned with the detection and non-medical treatment of police-related stress, emotional and mental health issues associated with law enforcement work; with crisis intervention and negotiation; organizational diagnosis and development specific to police issues and problems.

Essential Duties

What you will do:

Duties may include but are not limited to the following:
 
Provide direct care to departmental personnel base by conducting clinical assessments, evaluations, and diagnosis and providing therapeutic interventions.
 
Prepare comprehensive psychological and other documentation, diagnostic and interview findings, clinic evaluations, and recommendations for treatment. Maintains clinical notes including subjective, objective, assessment, and case planning observations and findings in compliance with HIPAA and all applicable legal and ethical standards for best practice in clinical mental health service provision.
 
Perform critical incident interventions for departmental personnel involved in traumatic incidents.
Provide oversight and direction over counseling and treatment programs in agreement and conjunction with departmental policies and procedures; provides on-site and follow-up counseling sessions.
 
Participate in professional staff conferences concerning mental health assessment and treatment.
Research topics and presents comprehensive training programs, workshops, and lectures on a variety of topics to department staff.
 
Provide consultation and presents training; implements programs for the early detection and management of mental health conditions.
CORE COMPETENCIESKnowledge of:

  • Principles of behavioral health intervention
  • Methods and techniques of conducting mental health interviews.

  • Diagnostic and Statistical Manual (DSM) and differential diagnosis 
  • Mental health test procedures and standard test forms and devices used in measuring psychological characteristics, and research methods.
  • Statistics as applied to tests and measurements.
  • Best practices of clinical documentation, HIPAA regulations and all other applicable legal and ethical standards.
  • Principals, techniques and current practices of supervision and clinical consultation

Ability to: 
 
  • Apply, interpret, and explain clinical concepts and principles.
  • Diagnose mental and emotional problems and formulate and conduct programs of counseling and therapy to effect improved adjustments.
  • Establish rapport with employees to evaluate their behavior and counsel them to follow mental health treatment.
  • Report findings clearly and concisely.
  • Conduct mental health research.
  • Prepare educational material for use in developing training programs relating to the mental health components of supervision and management.
  • Work cooperatively and effectively with sworn and professional staff.
Minimum Qualifications

You have: 

Any combination of experience and education equivalent to that which would likely provide the required knowledge, skills and abilities would be qualifying. A typical way to obtain the knowledge, skills and abilities would be:
Experience: One year of post-doctoral experience in the practice of counseling and/or clinical psychology.
Education: A Doctorate degree from an accredited or approved college or university in psychology, educational psychology, or related field
LICENSE: Possession of a license to practice as a Psychologist from the California Board of Psychology - OR – a license to practice as a Psychologist as issued by any other state in the United States of America, provided that the licensee applies for and receives a licensure from the California Board of Psychology within six months of appointment to the position – OR – a license to practice as a Psychoanalyst or Research Psychoanalyst issued by the Medical Board of California- AND - a valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

SELECTION PROCEDURE

SPECIAL REQUIREMENTS
Must pass a background investigation/sanction screening to the satisfaction of the Hayward Police Department prior to a permanent job offer.
May be required to complete a credentialing review prior to permanent job offer.
Essential duties require the mental and/or physical ability to: work in a standard office environment and use standard office equipment and current software; to grasp, perform repetitive hand movements and fine coordination to prepare documents and data using a computer keyboard and mouse/trackball; sit for prolonged periods of time; walk, stand, crouch, reach, twist, turn, kneel, bend, squat, stoop and safely lift and move equipment and materials weighing up to 35 pounds; converse by telephone, by email, in person, and to small or large groups and be clearly understood; read and comprehend legal, technical and complex documents; interact with the public and all different levels of City staff in an effective and professional manner; and safely drive to various locations throughout the City and County to travel to fulfill assigned duties. Essential functions must be performed with or without reasonable accommodation.

 Candidates under final consideration for employment with the City should expect to undergo an employment background/reference check that may include, but is not limited to: employment history, confirmation of educational credentials and degrees, licenses including driver's license, registrations, certificates, and other credentials as part of the appointment process. Some positions, depending on the nature of the work, also require a credit check and a review of Summary Criminal History obtained from the State Department of Justice through Live Scan Fingerprinting.
