DIRECTOR OF INSPECTION SERVICES

Summary:

Ideal candidate has:

  • Performed skilled inspection and administrative work which enforces compliance with National, State, and City building, zoning, erosion control, and property maintenance codes and regulations. Supervise the work of other Department staff.
  • Prepares budgets and makes recommendations on permit fee schedules.
  • Responsible for ensuring that plans and specifications, buildings under construction, and existing buildings and properties meet applicable codes and regulations.
  • Exercises technical judgment and discretion in the enforcement of applicable codes and regulations.
  • Works independently under the general supervision of, and reports to, the City Administrator.

DUTIES, RESPONSIBLITIES AND WORK PERFORMED:
Essential functions include, but are not limited to:

  • Responsible for performing skilled inspection and administrative work to ensure compliance with National, State, and local construction codes and their application to the built environment, including zoning administration.
  • Considerable skill in reading and interpreting blue print specifications and construction drawings. Skill in the detection of structural problems and building code violations using independent judgement.
  • Exercises technical judgment and discretion in the enforcement of applicable codes and zoning regulations. Skill in dealing courteously and tactfully with property owners.
  • Ability to organize, prioritize, and perform work with limited direction, process and confidential information with discretion.
  • Ability to accurately complete assignments within limited deadlines, perform on-site inspections, effectively plan, direct and coordinate various phases of inspection services.
  • Ability to establish and maintain effective working relationships with contractors, architects, property owners, employees, and the general public.
  • Ability to communicate effectively both orally and in writing with business representatives, elected officials, department heads, the general public, and other City employees with courtesy and tact.
  • Ability to follow oral and written instruction.
  • Prepares budgets and makes recommendations on permit fee schedules.
  • Ability to be thoughtful, effective and efficient while providing the very highest level of municipal service to the City.
  • Other duties include coordinating work with other departments, agencies and consultants to the City.
  • Investigates code non-compliance and housing and property maintenance complaints. Testifies in court concerning code violations, as necessary.
  • Performs other related job duties as required. Performs administrative tasks, keeps daily records, and makes reports relative to inspection work.
  • Ability to work the required hours of the position.
  • Works independently under the general supervision of, and reports to, the City Administrator.


EDUCATION, EXPERIENCE AND TRAINING:

  • Associate Degree or equivalent in Building Construction or related field, 3-5 years of experience as a certified building inspector. A combination of education and experience may be considered.
  • Department of Safety and Professional Services preferred certifications in the following areas:
  • UDC Construction Inspector
  • UDC-HVAC Inspector
  • UDC Electrical Inspector
  • UDC Plumbing Inspector
  • Commercial Plumbing
  • Valid Wisconsin driver's license and good driving record.

ESSENTIAL KNOWLEDGE AND ABILITIES:

  • Responsible for performing skilled inspection and administrative work to ensure compliance with National, State, and local construction codes and their application to the built environment, including zoning administration.
  • Recognize and communicate to owner/agents instances of code/regulation non-compliance.
  • Read and interpret construction, land grading, and erosion control plans and specifications.
  • Conduct building, residential electrical, HVAC, and erosion control inspections in a thorough and efficient manner.
  • Deal effectively and courteously with contractors and citizens.
  • Be, and remain, perceptive and able to work outside in all weather conditions.
  • Effectively use machines, computers, software and/or equipment necessary for the position. Ability to supervise the work of others and implement.
