City of Hamilton - Butler County OH is Hiring a Public Health Nursing Administrator Near Hamilton, OH

This is responsible and difficult administrative supervisory and technical work involving the planning, organization, direction, supervision and coordination of the operations of the Nursing Division in the City's Health Department. The work is performed under the general direction and supervision of the City's Health Director but extensive leeway is granted for the exercise of independent judgment and initiative. The nature of the work performed requires that an employee in this class establish and maintain close cooperative working relationships with patients, physicians, nursing personnel, hospital representatives, other City employees and the general public. Supervision is exercised over the work of contract employees.

Essential Job Functions

  • Investigates, does surveillance and control for Communicable Diseases;
  • Consults with the Public Health Director, Medical Director and the Ohio Department of Health Disease investigators as required to contain Communicable Diseases under OAC 3701-3. Documents all findings into the Ohio Disease Reporting System (ODRS);
  • Writes grants and acts as Project Director as needed;
  • Investigates any foodborne illness reported to the Department and consults with the Public Health Sanitarians;
  • Assists the Department with the Accreditation process;
  • Plans, organizes, directs, supervises and coordinates the operations and activities of the Nursing Division in the City's Health Department;
  • Develops goals, plans and measurements for the identification and evaluation of the City's public health nursing needs and services;
  • Assesses community health needs and develops and implements nursing programs as authorized by the Health Director and the Advisory Board of Health;
  • Confers with physicians, nursing personnel, hospital representatives and other supervisory personnel to discuss, identify and assess public health nursing needs and problems;
  • Identifies the costs, timing and other key issues involved in the expansion and improvement of the City's public health nursing services;
  • Develops recommendations for expanding and enhancing the City's overall public health nursing services;
  • Directs, supervises, advises, motivates, counsels, trains and prioritizes and evaluates the work and performance of Division personnel;
  • Hires and recommends discipline and termination actions for Division personnel;
  • Provides direction, instruction and guidance to nursing staff on complicated cases and assists nurses with the more technical phases of their work
  • Answers questions from the public pertaining to communicable diseases or health related matters;
  • Acts and liaison and meets with consultants and representatives of the State Health Department and other activities regarding Division operations and activities;
  • Prepares and recommends a Division budget for the approval of the Health Director;
  • Participates in establishing, implementing and monitoring fees and other financial strategies for the Division;
  • Collects and analyzes data and information pertaining to Division activities and finances and prepares and submits reports as requested by the Health Director;
  • Collaborates with and provides consultative services to community organizations to promote community health;
  • Gives presentations to community groups and professional advisory boards as requested;
  • Collaborates with colleges and universities to develop suitable practice areas for public health nursing students;
  • Attends meetings, conferences and workshops as requested and authorized;
  • Performs related work as required.

Skills/Knowledges/Abilities

  • Thorough knowledge of the principles and practices of public health nursing and of related public health laws and regulations;
  • Thorough knowledge of the measures and techniques used in the prevention of communicable diseases and the scope and aspects of the City's program of health education and administration;
  • Thorough knowledge of the functions and programs of community and other health and social service agencies and their available public health resources;
  • Good knowledge of the sociological and cultural aspects of the City's community life;
  • Ability to communicate well and establish effective working relationships with patients, physicians, nursing personnel, community groups and agencies and the general public;
  • Ability to communicate well with others both orally and in writing, using both technical and non-technical language;
  • Ability to prepare accurate and reliable reports containing findings, conclusions and recommendations;
  • Ability to operate a personal computer using standard word processing, spreadsheet and database applications appropriate to assigned duties;
  • Ability to use logical thought processes to develop solutions according to written specifications and oral instructions;
  • Ability to perform a wide variety of difficult technical and supervisory tasks with accuracy and speed under the pressure of time-sensitive deadlines and emergency situations;
  • Ability to quickly learn and put to use new skills and knowledge brought about by rapidly changing information;
  • Ingenuity and inventiveness in the performance of assigned tasks.

Training/Education/Qualifications

Minimum Qualifications:
  • Graduation from a college or university of recognized standing with a Bachelor's Degree in Nursing (verified for finalists); and
  • A minimum of one (1) year of work experience in nursing; and
  • Possession of a valid Driver's License issued by the State of Ohio (verified for finalists); and
  • Possession of a license as a Registered Nurse issued by the State of Ohio.

Preferred Qualifications:
  • Six (6) months public health nursing supervisory experience;
  • Five (5) Years work experience in public health nursing
