JOB DESCRIPTION
TITLE: DEVELOPMENT SERVICES MANAGER
DEPARTMENT: PUBLIC SERVICES
CLASSIFICATION: FULL-TIME, SALARY – EXEMPT
PAY GRADE: 22 ($67,149 – $104,934)
GENERAL DESCRIPTION:
Provides technical support in the construction, operations, monitoring, and regulatory compliance required to operate and maintain the water systems, collection systems, wastewater treatment facility, natural gas system, streets and roads, storm water system, solid waste, the City’s rights-of-way, and GIS & Mapping. Reports directly to the Director of Public Services and functions as the Director in the absence of the Director of Public Services.
ESSENTIAL JOB FUNCTIONS:
1. Manages multiple construction projects and contracts with professional service providers.
2. Reviews plans and permits for construction projects.
3. Oversees regulatory reporting for water, sewer, and natural gas.
4. Manages personnel.
5. Prepares recommendations and reports for advisement to the Utility Board and City Council.
6. Presents reports and recommendations to the Utility Board and City Council
7. Manages FDOT contracts for Highway 98 corridor.
8. Manages the operation and maintenance of traffic signals within the city.
9. Responsible for grant applications and management of the construction projects.
10. Oversees the NPDES MS4 Phase II storm water permit.
11. Assists in budgeting and purchasing for the public services department.
12. Performs other job-related functions as needed.

MINIMUM QUALIFICATIONS:
KNOWLEDGE, ABILITIES AND SKILLS:
EDUCATION AND EXPERIENCE:
Graduation from an accredited four-year college or university with a bachelor's degree Engineering, Public Administration, Construction Management or related field, plus a minimum of five (5) years of progressively responsible supervisory experience related to municipal public services.
(A comparable amount of training, education or experience can be substituted for the minimum qualifications.)
ESSENTIAL PHYSICAL SKILLS:
- Acceptable eyesight (with or without correction).
- Acceptable hearing (with or without hearing aid).
ENVIRONMENTAL CONDITIONS:
- Works inside in an office environment and occasionally outside reviewing and supervising work.
