JOB TITLE: Cultural Arts Manager

DEPARTMENT: Parks, Trails and Recreation

SUPERVISOR TITLE: Director of Parks, Trails and Recreation

SALARY RANGE: $42.21 - $62.08 per hour. $87,796.80 - $129,126.40 annually. (This position is EXEMPT/SALARIED)

The City of Greenwood Village welcomes your interest in the Cultural Arts Manager position with the Parks, Trails, and Recreation Department. As a municipal organization, Greenwood Village is a provider of emergency services. Some emergency situations, including weather-related emergencies, may necessitate Greenwood Village employees to assist in areas of work that may not be directly related to the employee’s specific job function, but which will be within the physical capabilities, training, and skills of the employee.

PURPOSE OF THIS POSITION:

The primary purpose of this customer service orientated position is to manage the Curtis Arts & Humanities Center and to develop and promote cultural art programming and special events for residents, schools, and businesses with the purpose of providing personal enjoyment and development opportunities in our community.

As a municipal organization, Greenwood Village is a provider of emergency services. Some emergency situations, including weather-related emergencies, may necessitate Greenwood Village employees to assist in areas of work that may not be directly related to the employee’s specific job function, but which will be within the physical capabilities, training, and skills of the employee.

ESSENTIAL FUNCTION STATEMENTS: The following statements are illustrative of the essential functions of the job and do not include other nonessential or peripheral duties that may be required. The Village retains the right to modify or change the duties or essential and additional functions of the job at any time without notice.

A. Leadership and Management Responsibilities

1. Develops and implements goals, objectives, policies, and priorities for the Cultural Arts Program.

2. Supervises, manages, and oversees staff; participates in the selection of staff; establishes schedules; plans and organizes daily tasks, projects, and assignments; reviews the work of staff; prepares performance evaluations.

3. Conducts formal coaching and mentoring of employees through the development and attainment of individual, team, and organizational goals, and formalized training plans to foster individual and organizational improvement.

4. Works to solve problems utilizing a variety of techniques and resources including Village and other city or government services, available private resources, or other means through which positive outcomes can be achieved.

5. Proactively engages in on-going improvements to the organization through actively participating in special events, special projects, or committees.

6. Makes sound decisions under challenging or difficult conditions, appropriately delegates authority and responsibility to others as necessary.

7. Treats others with dignity, respect, and courtesy while being proactive in making the working environment positive and free of disruptive behavior.

B. Art Gallery Management

1. Identifies and schedules artists and/or jurors for gallery exhibits.

2. Plans, coordinates, and host receptions, lectures, and programs in combination with the current exhibit.

3. Coordinates with parks maintenance staff the set-up and takedown of exhibits.

4. Designs and creates mailings, newsletter advertisements, and banners for events; coordinates mailing list and methods for distributing marketing materials; updates information on Village website and Channel 8 for events; promotes events social media sites.

5. Determines funding necessary for completion of events; solicits funds, in kind services, and volunteers to supplement available funds from Village budget.

6. Purchases or rents supplies and equipment that support exhibits, lectures, receptions, and coinciding programs.

7. Evaluates effectiveness of each exhibit at completion; identifies modification to programs for subsequent years.

C. Curtis Arts & Humanities Facility Operations Oversight

1. Coordinates class scheduling in classroom and gallery spaces.

2. Coordinates with building maintenance staff classroom set-up and takedown.

3. Determines facility maintenance needs and coordinates with building maintenance staff.

4. Coordinates staff scheduling of the Curtis Arts and Humanities Center facility.

5. Coordinates computer, telephone, copy machine, and other technology device needs with Shared Technology Services staff.

D. Youth and Adult Cultural Art Programming and Special Events Management

1. Hires and supervises full-time and part-time employees, volunteers, and independent contractors to teach cultural art classes; hires vendors for special events.

2. Designs new programs, including defining concepts, stating objectives, identifying necessary resources, budgeting, and feasibility studies.

3. Purchases or rents necessary equipment per City purchasing policy and budget limitations; ensures vendors are paid.

4. Prepares and distributes promotional materials describing programming; provides marketing for outside resources to include media contacts.

5. Coordinates with the Recreation Manager and other department staff on art projects and cultural programming at Village special events; assist in the budgeting, staffing, and administering of art activities at Village special events including, but not limited to, Greenwood Village Day, Fall Festival, and Mayor’s Holiday Lighting.

6. Conducts program evaluations and recommends modifications when necessary.

7. Prepares reports and necessary budget information accordingly.

E. Greenwood Village Arts and Humanities Council Support

1. Develops agendas and works closely with the Greenwood Village Arts and Humanities Council (GVAHC); attends meetings; discusses existing programs, develops, and evaluates proposed programs; assists in organizing facilities and staffing for events.

2. Provides staff support to GVAHC in various fund-raising efforts and college scholarship program; arranges for council members to appear at special functions.

3. Completes application process for the Art Gallery Alcohol Permit on behalf of the GVAHC; ensures all requirements are met including postings, trainings, and accountability.

4. Prepares annual Scientific and Cultural Facility District (SCFD) grant on behalf of the GVAHC; administers the SCFD grant budget and solicits input on use through the GVAHC; tracks event attendance throughout the year; completes final report.

5. Assists GVAHC in implementing the Public Art Policy.

F. Miscellaneous Responsibilities

1. Responds to customer inquiries regarding class schedules, exhibit information, and any pertinent information regarding Curtis Arts & Humanities Center.

2. Attends weekly management team meetings.

3. Performs various office duties related to managing the arts program, updating art inventory, maintaining artist registry and mailing lists, and occasionally attending City Council meetings, as necessary.

4. Compiles information from other agencies with similar programs; makes recommendations for improvement.

5. Performs related duties and responsibilities as required.

POSITION REQUIREMENTS:

Knowledge and Ability Requirements:

  • Principles, practices, and philosophies of public art.
  • Elements of art, community arts interests, and community arts organizations.
  • Principles and practices of program development and administration.
  • Municipal budget practices and techniques.
  • Methods, techniques, materials, equipment, and safety precautions used in planning, organizing, and administering cultural arts programs and facilities.
  • Principles of supervision, training, and performance evaluation.
  • Pertinent Federal, State, and local laws, codes, and regulations.

Ability to:

  • Design, organize, and produce exhibits.
  • Oversee and direct the operations, services, and activities of the cultural arts program.
  • Develop and administer, division goals, objectives, and procedures.
  • Plan, organize, direct, and coordinate the work of lower-level staff and volunteers.
  • Select, supervise, train, and evaluate staff.
  • Delegate authority and responsibility.
  • Identify and respond to community and City Council issues, concerns, and needs.
  • Prepare clear and concise written reports.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
  • Research, analyze, and evaluate new service delivery methods and techniques.
  • Interpret and apply Federal, State, and local policies, laws, and regulations.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Maintain effective audio/visual discrimination and perception to the degree necessary for the successful performance of assigned duties.
  • Meet the physical requirements of the position including frequently sitting at computer for several hours; walking or standing for brief periods of time; talking to and hearing customers on telephone and in person; and the occasional moving around in work spaces, which may require the full range of physical motion including pushing, pulling, lifting, twisting and turning the upper body, stooping, kneeling, crouching, climbing, balancing, crawling, reaching for objects, walking, standing; and occasional lifting and carrying of supplies and equipment weighing up to 25 pounds.
  • Maintain mental capacity which allows the capability of making sound decisions and demonstrating intellectual capabilities.

Experience and Training Guidelines: Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

  • Experience: Four years of increasingly responsible experience in cultural arts, including one year in event planning or project management.
  • Training: Equivalent to a Bachelor's degree from an accredited college or university in art related field.

Certificates or Licenses:

Possession of, or ability to obtain, an appropriate, valid driver's license and a driving record satisfactory to obtain coverage by the City's insurance carrier.

Equipment Utilized:

Standard office equipment, including computers with a variety of software programs; motor vehicle.

Contact with Others:

Frequent contact with outside organization with representatives of various arts and humanities organizations, schools, businesses, and vendors; involvement with citizen representatives in the development of programs and in solicitation of funding and volunteer support. Internal contact with various departments in coordination of programs.

Supervisory Requirements:

Receives direction from the Parks, Trails, and Recreation Director. Exercises direct supervision to full and part-time staff and volunteers.

Work Hours:

Evening and weekend work required for supervision of classes, receptions, lectures, meetings, special events and gallery hours.
