Summary of Position

Under the direction of the Fire Chief, Assistant Fire Chiefs are responsible for the general management and operations of the Fire Department. Assistant Fire Chiefs share the responsibility of ensuring the execution of fire department programs. This includes: training programs, public education and outreach, firefighter recruitment and retention, fire investigations, code enforcement, purchasing and repair of trucks and equipment. Assistant Fire Chiefs also assist with research, development, and implementation of department policies. As a department officer, Assistant Chiefs will respond to emergency incidents, often assuming a leadership role and assist with the management of fire scenes and events.
Expected Hours of Work
Though office hours are typically Monday-Friday from 8 am to 4:30 pm, to fulfill the requirements of this position, the individual in this role will often work evening and weekend hours, and may not work typical office hours. This individual will also serve on a rotational basis as the Duty Chief, these hours include nights, weekends, and holidays.

  • Respond to fires and emergencies and function as a supervisor or crew leader on-scene.
  • Participate in the rotational on-call Duty Chief position, which includes hours beyond regular business hours and following all of the rules and requirements in the Duty Chief Policy.
  • Serve as the highest-ranking officer in the Fire Department in the absence of the Fire Chief on a rotational basis with the other Assistant Fire Chief.
  • Work with human resources to recruit, hire, train, and evaluate the performance of assigned department personnel.
  • Provide direct supervision over the Battalion Chief of Personnel and Fire Inspectors, including ongoing evaluations and performance reviews, and work with station officers to provide feedback and support of the performance evaluations of all POC Firefighters.
  • Manage the Fire Department fire prevention program, including serving as the Fire Marshal. Oversee property maintenance inspections, code enforcement efforts, conduct residential and commercial plan review for adherence to code and to communicate routine and complex fire code information, including preparing written reports as needed.
  • Assist with research, development and implementation of Department policies to meet local and national standards for training, fire response, fire code, and investigations.
  • Assist with administration of the department operations, including preparing department budget, equipment bids and purchases, developing and implementing policies and operating guidelines, updating code, and presenting to the City Council (as needed).
  • Act as City representative with associations, outside agencies, and mutual aid programs.
  • Responsible for proper maintenance of department facilities and equipment and management of department records, including but not limited to, emergency response, equipment, personnel, training, investigations, code enforcement, etc.
  • Oversee the development and execution of fire prevention and fire investigation activities, including providing technical training to inspection staff and to the general fire department members.

Supervisory Responsibility
This position does have employee supervisory responsibilities and supervises participants in training to ensure safety, and enforcement of rules and regulations. This individual will collaborate with the Fire Chief to manage performance of paid on-call Battalion Chiefs, Captains, Lieutenants, and Firefighters.

Minimum and Desired Qualifications

Minimum Qualifications
  • Valid Minnesota Class D Driver’s License with a good driving record.
  • Ability to respond to calls as a Golden Valley Firefighter.
  • Post-secondary degree in fire science, fire service management, or related field, or equivalent combination of education and experience.
  • Certified by the Emergency Medical Services Regulatory Board (EMSRB) as an Emergency Medical Technician.
  • Certified by the Minnesota State Fire Service Certification Board in Firefighter II, Hazardous Materials Operations, Fire Officer I, and Fire Instructor I.
  • Certified by the Minnesota State Fire Service Certification Board Fire Apparatus Operator (or ability to complete within six months of hire).
  • Certified by the Minnesota State Fire Service Certification Board Fire Inspector II.
  • Four years of supervisory experience.
  • Minimum three years of experience developing and administering fire prevention and fire investigation programs.
  • Ability to complete the essential duties and responsibilities of the position with or without reasonable accommodations.
  • Live within 15 minutes of a Golden Valley Fire Station, or ability to do so within 6 months of hire.
Desired Qualifications
  • Bachelor’s degree in fire science, fire administration, public administration, public safety administration or related field.
  • State certified Emergency Manager.
  • Completion of the National Fire Academy’s Managing Officer Program.
  • Certified by the Minnesota State Firefighter Certification Board as Plans Examiner I.
  • Certification in fire alarm and/or fire sprinklers to NICET Level II.
  • Experience developing and administering public education and community outreach initiatives.
  • Fire Instructor II, Officer II, Public Fire Educator I, Youth Firesetter Prevention/Intervention Specialist, Fire Investigator certifications.

Work Environment and Physical Demands

Work Environment & Physical Demands
Work is conducted both indoors and outdoors. Employees are subject to both inside work where there may be protection from weather conditions and outside work with no protection from the weather. The employee may work in extremely cold temperatures or extremely high temperatures. Either will cause marked bodily discomfort or reactions. The employee will encounter wet conditions and high humidity to cause bodily discomfort and will frequently encounter noise and/or vibration exceeding 80 decibels (constant or intermittent) to cause marked distraction. The employee will work in visibility limited environments, exposed to extreme heat, will encounter a variety of physical hazards, damaged structures, moving mechanical equipment, electrical equipment, and work on high places and in confined spaces.
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is required to:
  • Regularly read and interpret documents and other written material.
  • Regularly communicate and exchange information with others in person, over the telephone, portable radio, and using written communication methods.
  • Frequently remain in a stationary position and regularly move within the building to attend meetings and access files and office machinery.
  • Frequently ascend/descend ladders/stairs.
  • Frequently traverse around the community, accident sites, fires, or other emergency site-locations.
  • Regularly perform firefighting operations while wearing protective gear (weighing approximately 25 pounds) and Self-Contained Breathing apparatus (weighing approximately 35 pounds).
  • Regularly operate computers and other office equipment, such as a copy machine, printer, and telephone, as well as equipment/tools consistently found in firefighting services.
  • Occasionally move or transport items weighing up to 100 pounds.
