Department: GG_Communications and Marketing: Broadcast Engineering Unit Salary Range Minimum: $17.89 Salary Range Maximum: $25.04 Closing Date: Until Filled Job Details: This is highly creative work responsible for aspects of television program production and digital media content creation for the City government communication channels, including city internet and social media websites, and city programming on the government access cable channel. Positions allocated to this classification report to a designated manager and work under direct supervision. Work in this class is distinguished from other classes by its specialized broadcast and digital media production skills and limited exercise of independent judgment. Primary duties to be performed will involve assisting with the production of live broadcasts including, but not limited to, City Commission meetings as well as non-broadcast meetings. Additional duties to be performed may include but not be limited to producing and monitoring video production, assisting scriptwriting, set/lighting design, pre- and post-production activities and animation; assisting with the production of live broadcasts including, but not limited to, City Commission meetings, and with the production of digital media projects with external department staff to ensure technical quality of broadcast/digital media content. ESSENTIAL JOB FUNCTIONS Produces and monitors video production, assists scriptwriting, set/lighting design, pre- and post-production activities and animation. Assists with the production of live broadcasts including, but not limited to, City Commission meetings. Assists with the production of digital media projects with external department staff to insure technical quality of broadcast/digital media content. Assists external departments on digital media and video production technical elements. Operates audio and video equipment such as, but not limited to, television cameras, switchers, microphones, audio mixers, videotape recorders/players, edit controllers, character generators and lighting instruments. Assists with the creation of video/digital media content using industry standard production software. Captures, encodes and uploads video content for distribution to the web, DVD and television. As applicable, may assist the work of broadcast production technicians and interns. Schedules, and edits program content for telecast or distribution via the Internet and/or mobile applications. Assists in the maintenance of records, supply inventories and time and materials costs per project. Monitors content and assists users of the City bulletin board. Assists in the maintenance of the videotape library. Assists with the maintenance of broadcast/digital media equipment. Attends work on a continuous and regular basis. NON-ESSENTIAL JOB FUNCTIONS May be responsible for securing the City facilities after live meeting coverage. Performs other related duties as assigned. QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills and abilities to perform the essential functions. EDUCATION AND EXPERIENCE Associate Degree from an accredited college or university in Video Production, Graphic Arts, Broadcasting or related field and two (2) years of experience in broadcast/digital media production, or a Bachelor Degree in Video Production or Graphic Arts, Broadcasting or related field and one (1) year experience in broadcast/digital media production, or an equivalent combination of training and experience which provide the required knowledge, skills, and abilities. Experience with Adobe Creative Suite preferred. CERTIFICATIONS OR LICENSES Licenses Valid Florida Driver License required. Certifications None. KNOWLEDGE, SKILLS AND ABILITIES Demonstrated proficiency in the principles and practices of broadcast and digital media production. Working knowledge of specialized, broadcast production and non-linear editing software. Ability to organize and prioritize work assignments, as well as communicate clearly and concisely, orally and in writing. Ability to exercise initiative and sound judgment in the performance of the work assignments. Ability to establish and maintain effective working relationships. Ability to communicate effectively, both orally and in writing. Ability to work effectively with public officials, co-workers, representatives from other City departments, other agencies, and the general public. PHYSICAL AND ENVIRONMENTAL REQUIREMENTS To perform this job successfully, an individual must possess certain physical abilities and be able to withstand work related environmental conditions. PHYSICAL REQUIREMENTS Work may require physical strength, agility and dexterity to safely perform all essential job functions.
