Job Description:

SUMMARY

Working under the direction of the Deputy Director - CIO incumbent is responsible for coordinating, planning, and leading the successful execution and adoption of technology projects for City Utilities. Including creation of project plans, documentation review, interactions, deliverables, and creating technology project portfolio status and health reports. It will include working with key stakeholders to understand the business needs and create a project management plan that aligns with the strategic objectives. The incumbent is expected to exercise good judgment, independence, initiative, and professional expertise in conducting day-to-day operations. All work duties and activities must be performed in accordance with City and department policies and procedures as well as federal, state, and local regulations.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the ability to interact with the public, City incumbents, and outside agencies with patience, tact, respect, and professionalism and the following. Other duties may be assigned.

Planning/IMPLEMENTATION

  • Provides City Utilities division wide oversight and leadership in support of the Deputy Director - CIO and City Utility leadership by serving as the primary customer contact for/to the City Utility business need(s);
  • Owns the overall delivery of the project(s) to which you are assigned, making sure all aspects are in place and working effectively to deliver value;
  • Leads, monitors, and motivates teams and third-party vendors to ensure successful implementation of technology projects;
  • Communicates and collaborates closely with business units, vendors, and stakeholders to maintain project alignment, defines, and maintains timeline and mitigates project risks;
  • Drives and manages change, both technical and cultural, related to technology projects;
  • Mediates complex technical and business discussions with departments and vendors;
  • Creates, updates, and tracks project plans and related documentation/tools to drive team collaboration and maintain stakeholder communication;
  • Identifies, clarifies, and communicates the vision(s) and/or objective(s) of projects and outlines how they align with, enhances, or inhibits such vision(s) and/or objective(s);
  • Sets the mission, vision, and plan to maintain project alignment and ensure successful implementation;
  • Provides process improvement recommendations that are based on best practices and industry standards;
  • Determines project requirements and develops work schedules for the team;
  • Delegates tasks as appropriate, and achieves daily, weekly, and monthly goals;
  • Collaborates with IT team to identify and report chronic technical problems and/or gaps;
  • Documents and analyzes end users' needs and coordinate with the solutions team to provide solutions;
  • Conducts security audits to identify areas for improvement; to identify gaps between policy and practice, works with CIO and IT team to develop and implement plans to ensure alignment of policy and practice;

Information/Communication

  • Interacts with both technical and non-technical customers, attains relevant technical and business requirements, analyzes information, and ensures project deliverables meet technical and business requirement needs;
  • Partners with City Utilities leadership and vendor/consulting partners to actively address department’s technology needs;
  • Interviews customers and documents business requirements and translates them into application and operational requirements;
  • Models processes in Visio, Miro, Lucidchart, or similar programs;
  • Understands City Utilities services and communicates them effectively to customers while acting as a trusted conduit, the voice of the customer to City Utilities leadership;

MANAGEMENT/OPERATIONS

  • Implements business and IT process improvement when and/or where needed within City Utilities and in partnership with established City processes and procedures;
  • Works in concert with the City Utilities IT and City/County IT to identify synergies between customer needs and solutions in order to allow City Utilities and the City to more efficiently provide IT services and solutions.

SUPERVORY RESPONSIBILITIESIS

This job has minimal supervisory responsibilities.

PERFORMANCE EXPECTATIONS

EDUCATION and/or EXPERIENCE

  • Bachelor's degree in computer science, computer technology, business or related field;
  • Four (4) years relevant work experience working with information technology systems, leading technology projects of various size, through the full project life cycle (PLC), including detailed system/software development live cycle (SDLC) across multiple clients, and with multiple teams, vendors, interfaces, and stakeholders involved;
  • Or any equivalent combination of education, training, and experience which provides the necessary knowledge, skills and abilities;

OTHER KNOWLEDGE, SKILLS and/or ABILITIES

  • Demonstrated ability to lead, problem solve, and deliver results;
  • Exceptional written, verbal, and interpersonal communication skills;
  • Must be detail-oriented with excellent organizational skills;
  • Ability to interact professionally with a diverse group, including executives, managers, and subject matter experts;
  • Willingness to learn, strong initiative, ability to work both independently and as part of a team, and flexibility regarding assignment of tasks and scheduling essential;
  • Utilize industry best practices, techniques, and standards throughout entire project execution.
  • Monitor project progress and adjust as needed;
  • Measure project performance to identify areas for improvement – Risk Mitigation;
  • Strong familiarity with project management software tools (Monday.com, Jira, MS Project – etc.), methodologies, and best practices;
  • Strong analytical, project management, personal management, and problem-solving skills;
  • Ability to perform each essential duty above satisfactorily;
  • Ability to work as a team member on varying size projects of complexity;
  • Ability to work with minimal supervision.

LANGUAGE SKILLS

Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of coworkers or general public.

REASONING ABILITY

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Support from supervisors will be available in unusual situations which do not have clear precedents.

CERTIFICATES, LICENSES, REGISTRATIONS

Valid Indiana Driver's License, if a City vehicle is used.
