Essential Job Duties

Safety/Security Sensitive Designation:
This is a safety/security sensitive position for purposes of the Arkansas Medical Marijuana Amendment.

  • Provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees (especially members of their own team), and have regular and reliable attendance that is non-disruptive.
  • Use independent judgment and creativity in the design and preparation of construction documents, specifications for park development and improvement projects ensuring compliance with progressive park planning and design principals.
  • Design park spaces and facilities that meet all safety and ADA regulations, as well as other applicable City, County, State, and Federal guidelines. Includes coordination with other City departments and divisions, utility companies and other agencies as necessary.
  • Prepare plans, specifications, contract documents and Request for Proposals (RFPs) for project designs.
  • Perform research for materials, specifications and details for products and methods used in design projects.
  • Prepare staff review items and City Council agenda requests.
  • Responsible for stamping drawings with licensed certification.
  • Design and develop conceptual and master plans for park lands.
  • Manage project construction as part of owner’s due diligence including conducting field checks for compliance with project specifications and construction documents, codes and regulations for both contracted projects and in-house projects.
  • Perform planning and project management of capital improvement projects. Manage budgets and schedules for park improvement projects and Capital Improvement Projects (CIP).
  • Administer Park Land Ordinances.
  • Track and manage Park Land Dedication development project records through review process and represent the Department in planning meetings.
  • Prepare and deliver presentations and reports at public meetings including but not limited to Parks, Natural Resources and Cultural Affairs Advisory Board, Planning Commission, City Council and City Council Committees.
  • Coordinate and facilitate public meetings for park development projects. Act as liaison between neighborhood associations and City for park development projects.
  • Coordinate with other City departments and divisions in resolving citizen complaints and problems.
  • Update assigned portions of the website as necessary.
  • Assist with long-term planning for the Department.
  • Perform other duties as assigned.

Minimum Qualifications

  • Bachelor’s degree in Landscape Architecture or Engineering from an accredited college or university with four years of related experience and two years of project management experience.
  • Possession of an Arkansas Landscape Architect’s License or Professional Engineer’s license (Civil) or proof of eligibility for licensure in Arkansas. Must obtain Arkansas licensure within one year of date of hire.
  • Must possess a valid driver’s license.
  • Must successfully pass a criminal background check, including but not limited to convictions, guilty pleas, or no contest pleas to violent offenses, theft offenses, offenses against children, and any offense that would qualify to prevent a person from obtaining an Arkansas teaching certificate (A.C.A. 6-17-410).
  • Effectively communicate with others orally and in writing.
  • Ability to read, analyze, and interpret complex documents. Ability to respond effectively to sensitive inquiries or complaints. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and/or advisory boards.
  • Must possess knowledge of construction materials and methods, storm water management, plant materials, horticultural practices and plant associations.
  • Knowledge of industry standards as well as innovative technologies (bio-swales, rain gardens, stream restoration, porous concrete, etc.), ideologies, practices and methodologies.
  • Must be proficient in the use of a computer with Auto Cad, word processing, presentation and spreadsheet applications as well as other related programs. Must be able to effectively operate standard office equipment, GPS, plotter, survey equipment, level, tape measure and wheel measure.
  • While performing the functions of this job, the employee is regularly required to communicate effectively. The employee regularly is required to stand, walk, and sit; use hands to finger, handle, or feel; reach with hands and arms; climb or balance; stoop, kneel and crouch. The employee must frequently lift and/or move up to 15 pounds. Specific vision abilities required by this job to accomplish computer and office work.
  • Must be able to traverse rough terrain, excavated areas, pre-construction and construction sites.
  • While performing the functions of this job, the employee is occasionally exposed to moving mechanical parts and outside weather conditions.
