City of Farmers Branch is Hiring a Staff Engineer Near Farmers Branch, TX

The Staff Engineer is primarily responsible for managing a variety of civil engineering tasks as it relates to the project management of private and public works projects including but not limited to: project scoping, design and plan review, project budgeting and tracking, construction management, cost estimates, and obtaining easements and right-of-way. Additionally, they will be required to conduct meetings with consultants, engineers, agencies and the public. Tasks are broad in scope and require the use of independent judgment and initiative in making technical decisions of considerable difficulty. Incumbents typically oversee and review studies and design work prepared by outside consultants, although some positions apply their professional registration seal to plans and specifications prepared in-house under their direct supervision. Performs other related work as required.
SUPERVISION
Under general supervision of the Director of Public Works. This position will require initiative and broad independence of decision making and action regarding assigned projects and duties. Responsible for providing direction to the Public Works Construction Inspectors related to project construction issues on assigned projects. Responsible for providing direction to the Records Specialist, GIS Staff, and Administrative Staff on issues related to assigned projects.

Provide highly technical and responsible staff assistance to the Director of Public Works and other support staff in the completion of their duties and responsibilities. Complete other tasks and programs as requested.

Serve as project engineer/manager for all phases of project development, design, construction and project closeout for public works projects (both City and private development).

Provide timely and effective customer service to both internal and external customers. Provide technical assistance and support to other divisional professionals and City departments.

Read and comprehend plats, engineering plans and specifications, analyze complex engineering problems, formulate feasible solutions, build consensus, and communicate recommendations and decisions both orally and in writing. Communicate and discuss review comments and recommended corrections to plans and specifications with consulting engineers and developers.

Project Development, Design & Plan Review Duties:

Design and manage plan preparation for roadways, water distribution, sanitary sewer systems, drainage systems and other municipal infrastructure through professional consultants.

Manage and coordinate of the review of engineering plans, specifications, and estimates for projects to ensure compliance with codes, regulations and design standards, ease of construction, value engineering, and long term durability and ease of maintenance.

Communicate consolidated comments to design consultants and participate in design review conferences and recommended corrections. Ensures all review comments are adequately addressed. Coordinate design of assigned projects and activities with other City departments, divisions, and outside agencies. Review, coordinate and issue a variety of permits.

Maintain effective working relationships with developers, design professionals, contractors and other project stakeholders involved in City project delivery by effectively communicating goals, objectives, or concerns; by interpreting data or information in explaining its purpose and significance; and by explaining reasons for using specific design principles and construction methods versus alternatives.

Manage project bidding process including advertisement, planning and conducting Prebid meetings, preparation and issuance of addendum, opening of bids, evaluation of bids and recommendation of contract award.

Collect, assemble and process necessary documents for project final acceptance and closeout. Organize and consolidate project documentation and files (both digital and paper) to produce completed well organized project documentation.

Prepares project status reports to keep project stakeholders and City management informed of project budget, schedule, and other project issues of general and specific interest.

Continuously maintains and inputs various types of information into project database, financial management software, and internet web page of City and private projects.

Make engineering determinations of whether methods and materials employed meet requirements of contract specifications and will result in sound and safe structures.

Bachelor of Science degree from an ABET accredited college or university with major coursework in Civil Engineering is required.

A minimum of two (2) years previous experience required, four (4) years preferred, in:

  • Civil/Municipal Engineering and/or training that includes engineering drafting and design;
  • project management of private and/or public works projects; or
  • an equivalent combination of education, training and experience.

Any work related experience resulting in acceptable proficiency levels above the Minimum Requirements may be an acceptable substitute for the above education and experience requirements.

ArcGIS Pro experience preferred.

Licenses and Certificates:

Valid driver's license and ability to maintain while employed is required.

Possession of an active license as a Professional Engineer, with specialization in the field of civil engineering, issued by the Texas Board of Professional Engineers; or possession of license issued by another state, with the condition that the successful applicant obtain an active license as a Professional Engineer, issued by the Texas Board of Professional Engineers within six (6) months of employment as a condition of continued employment.

Certified Flood Plain Manager or ability to obtain certification within six (6) months of employment is required.

Work Environment:Works primarily in climate controlled office environment with occasional exposure to weather conditions. Physical demands are primarily sedentary requiring little physical effort in working with light (up to 20 lbs) easy to handle materials. Requires sitting, standing, walking, reaching, bending.
