Position Summary

The purpose of this position is to protect the health, safety and welfare of the citizens that live, work, play and learn in Farmers Branch by ensuring that the plans that are submitted for both residential and commercial projects are in compliance with adopted construction codes, local zoning ordinances and applicable State regulations. Serve as primary point of contact regarding private construction projects.

Essential Job Functions

Researches and reviews construction plans submitted to the City for compliance with adopted codes and standards. Applies ordinance requirements from building, residential, energy, fire and PMG codes. Checks zoning requirements including setbacks, lot coverage, height and parking ratios. Communicates with design professionals, citizens and contractors to resolve conflicts and concerns. Analyzes energy compliance reports. Documents construction compliance and maintains approved construction plans. May perform site visits to confirm existing conditions.
Acts as the primary point of contact for private construction. Schedules and attends pre-application meetings and internal development review committee (DRC) meetings. Answers inquiries from citizens, design professionals, developers, and contractors regarding new private development. Provides interpretations and solutions to problems that arise during pre-development phase. Performs field visits when necessary to investigate inquiries. Interprets city ordinances, policies and procedures. Researches property history files to determine compliance or non-compliance. Prioritizes tasks to maintain low turnaround times.
Responds to zoning inquiries by reviewing Zoning and Planned Development ordinances and when necessary, collaborates with Planning Director and Building Official.
Assists with public counter as assigned or necessary. Assists with data entry in permit tracking software system; coordinates scheduling of inspections; answers questions and inquiries from the general public by explaining policies and procedures; and, issues permits and collects fees. All other duties as assigned.

Education and Experience

Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or an equivalent combination of education and experience.
Minimum of two years experience in building inspections, plan review, code compliance, construction knowledge or a similar field is required. Three to five years experience is preferred.
Employment is conditional upon successful completion of a criminal background check, drug/alcohol test and a motor vehicle review.

Knowledge, Skills and Abilities

Work may require providing advice to others outside direct reporting relationships on specific problems or general policies. Contacts may require the consideration of different points of view to reach agreement. Elements of persuasion may be necessary to gain cooperation and acceptance of ideas.
This position normally performs the duty assignment according to his or her own judgment, requesting supervisory assistance only when necessary. Special projects are managed with little oversight and assignments may be reviewed upon completion.
Skilled work requires a comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities appropriate to the work environment of the organization.
