JOB DESCRIPTION:Under the direction of the City Clerk or their designee, gather, analyze, interpret, forecast and maintain financial data for the business tax division. Responsibilities include performing a variety of departmental development, economic evaluation and planning functions which require innovative problem solving and considerable initiative to support the financial activities of the department. Work is reviewed through conferences, reports and by periodic audits. Responsibility may include the supervision of an accounting technician or other administrative staff.

Job Responsibilities:- Develop systems within the framework of the city’s existing financial structure which promote efficient and accurate measurement.
- Assist in the administration of Business & Occupation tax, Admissions Tax, Utility Taxes, and business licensing, including emphasis on compliance issues with taxpayers.
- Work with delinquent taxpayers and unregistered businesses to promote tax filing and license registration compliance; answer taxpayer inquiries over the phone, via email, and in person; respond to questions and inquiries from city staff; provide guidance with tax filings as appropriate; take action on complex account delinquencies that cannot be resolved through routine efforts; identify, research, and resolve problems, inaccuracies, and variances related to areas of assignment.
- Assist in special tax projects, including development of systems to accompany tax administration.
- Provide assistance and guidance in tax processing activities such as calculation of taxes due, penalties and interest for late returns, and scanning of related documentation to the city’s document imaging system.
- Prepare journal entries for city accounts; analyze financial data for discrepancies and errors and make corrections through journal entries.
- Train and assist clerical staff in financial related tasks and procedures.
- Create, update, review and monitor various projects and project costs based on transfers, allocation and funding source;
- Maintain records, develop reports and design files for fixed asset control. Analyze data, prepare claims, maintain records and prepare for audits as required.
- Monitor accounts receivable functions, including sending statements and billings, reviewing requests for billings and dealing with delinquent accounts.
- Develop appropriate financial models for specific projects.
- Make recommendations and offer guidelines that support departmental objectives and improve performance; recommend changes in analysis and budgetary methods and procedures.
- Provide information on all areas of cost and revenue as requested.
- Perform related work and special projects as assigned.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS A combination of education and related experience may substitute for education requirements.
- Bachelor’s Degree in Finance, Accounting, Business Administration or a related field and
- 2 years related experience, municipal accounting experience preferred.
- Candidates with work experience in the area of assignment are preferred.
