The City of Everett is currently accepting applications for a Construction Contracts Compliance Coordinator in the Public Works Department.
 
JOB DESCRIPTION:
Under the general direction of the Public Works Director or their designee, employees in this classification provide oversight and expertise on a variety of required documentation and compliance matters necessary for public works capital construction projects, activities, and operations throughout all phases of the project from award through project close-out. Employees in this class may be tasked with training and leading assigned staff, coordinating deadlines, and reviewing assigned work of others.
The work is performed both independently and as part of a team. Tasks are diverse with discretion and latitude to develop guidelines and procedures. The work requires the use of independent judgment regarding procedures and techniques while assuring compliance with established policies, practices, and procedures. Supervision may be exercised over assigned staff. The work is reviewed by observation and through evaluations of reports and projects.

Job Responsibilities:
  • Manage and oversees the required project documentation for all construction projects from bid award to project closeout. This includes coordinating with staff and third-party consultants, working with inspectors and construction managers to schedule preconstruction conferences, monitor expenditures, and preparing/maintaining various construction management documents. 
  • Develop and maintain a sound records management program for construction files.
  • Prepare reports/metrics on a daily/weekly/monthly basis to confirm projects are on schedule and within budget. 
  • Create and train all applicable staff on process improvements and update department leadership on new policies from state, local, or federal agencies related to construction. 
  • Maintain awareness of federal, state, and local laws and regulations to ensure documents and processes are current.
  • Ensure federally funded transportation projects remain in compliance with Federal Highway Administration (FHWA) requirements and Washington State Department of Transportation (WSDOT) Local Agency Guidelines (LAG). 
  • Monitor project operations by preparing pay estimates, tracking subcontractors, processing change orders, and reviewing and approving invoices and purchase orders.
  • Coordinate with subconsultants and contractors on project issues; mitigate risks and make recommendations to construction managers on resolutions.
  • Work with construction managers to develop, administer, and continuously innovate new process improvements, create process maps and procedural manuals.
  • Oversee compliance of all Disadvantaged Business Enterprise (DBE) requirements on FHWA projects, including monitoring and reviewing contracts, subcontractors, and payments on Diversity Management Compliance System (DMCS).
  • Ensure bidders meet the responsible bidder criteria and are qualified to be awarded a public works project in accordance with state law (RCW 39.04).
  • Coordinate with internal employees and outside contractors to ensure detailed and accurate records are retrieved and applicable contract submittals are provided to WSDOT. 
  • Collaborate with consultants, general and special trades contractors, architects, and other external agencies, as well as the City’s internal departments. 
  • Conduct on-site interviews and DBE reviews with contractors, and answer questions accordingly. 
  • Investigate and resolve construction problems as they are encountered. 
  • Serve as the primary liaison for state and federal audits.
  • Administer and manage the construction management software for filing construction documents; review records retention schedules annually and work with the Records Department to archive historic documents. 
  • Monitor prevailing wage compliance requirements and ensure all contractors submit necessary intents and affidavits to the Department of Labor and Industries (LNI) and submit weekly certified payroll reports.
  • Develop and maintain processes for retrieving, tracking, and filing all necessary documents from internal/external stakeholders to create standardization and ensure compliance with federal, state, and local agencies during final project audits. 
  • Manage and track the close-out phase of construction contracts and the documentation required for final project approval.
  • Assist in the development of a competent, well-trained, and motivated staff capable of achieving department goals and commitments.

A combination of education and related experience may substitute for education requirements.
  • Bachelor's Degree in Construction Management, Civil Engineering, Business Administration, Accounting, Finance, or a related field, depending on area of assignment.
  • 5 years of experience related to capital construction project administration involving multiple sources of grant funding.
  • Experience with evaluating certified payroll preferred.
  • Experience with processing force accounts including taxes, such as FICA, FUTA, and SUTA preferred.
  • Experience using Autodesk and Equipment Watch preferred.
  • Possession of or ability to obtain a Washington State Driver’s License.
