DUTIES: Serves as administrator of the City’s contracted-out street paving, repairs, and preventive maintenance programs. Keeps abreast of and implements evolving industry standards and practices as they relate to pavement management strategies. Compiles quantities, cost estimates, and bid documents for the required work to be included in contracts. Conducts pre-bid conferences with prospective bidders when required and conducts pre-construction conferences with successful bidders. Performs on-site inspection of materials and labor. Collects and maintains delivery tickets and records to reconcile usage of materials and equipment. Coordinate street paving and repair operations. Receive and respond to requests, concerns and comments from the general public. Supervises inspectors as needed and perform other duties as assigned.
QUALIFICATIONS: Must possess a high school diploma. Must have knowledge and experience with Microsoft Office with ArcGIS preferred. Must have thorough working knowledge of Indiana Department of Transportation Standard Specifications, principles, practices and materials utilized in street paving, repair and maintenance operations. Knowledge of the basic principles of records management and bookkeeping and the ability to accurately account for expenditures and materials. Ability to effectively communicate with independent contractors and the general public. Ability to coordinate several operations concurrently to provide smooth operations and avoid construction conflicts. Must possess a valid Indiana Driver’s License.
