    NATURE OF WORK:

    Working collaboratively with and at the direction of the Library Director, manages the Library Maintenance Team and coordinates with City of Evanston Facilities & Fleet Management (FFM) and outside contractors in the maintenance, repair and construction of Library’s facilities to support the programs and functions they contain. Work will be performed to ensure the facilities’ efficient, safe, and cost effective long term utilization. Work shall be accomplished by means of best maintenance and construction practices in conformance with all applicable codes, ordinances, and regulations.
    ESSENTIAL FUNCTIONS(Specific assignment will include some or all of the following):
    • Directs activities of skilled and semi-skilled Library workers in operating and maintaining Library facilities and equipment. Directs and monitors employees’ activities and job performance.
    • Serves as the project manager for Library construction and maintenance projects completed by outside contractors and skilled City of Evanston staff. Oversees and inspects work performed by contractors and ensures recommended changes are made.
    • Develops and/or administers project specifications, Requests for Proposals, contracts, certified payrolls, and submittals. Reviews specifications and drawings prepared by others for accuracy and appropriateness.
    • Develops, proposes, and manages Library facilities operational and capital budgets. Makes necessary recommendations and adjustments to ensure facilities operations and projects stay within budget.
    • Works with the City of Evanston’s Bureau of Capital Planning and Engineering (CPE) and Facilities & Fleet Management (FFM) for coordinating capital improvement projects.
    • Manages, tracks, and reports on the daily and seasonal preventive maintenance procedures, breakdown repairs, and/or replacements for Library facilities. Responsibilities include the interior and exterior of facilities and the following trades to perform repairs: carpentry, masonry, electrical, HVAC, and plumbing.
    • Plans and administers the budget for construction and repair of Library buildings and CIP projects. Monitors expenditures with respect to operating and capital budgets through spreadsheets, the Computerized Maintenance Management System (CMMS) and paper files. Creates and maintains a building condition survey for each facility.
    • Supports the implementation and ongoing management of the Computerized Maintenance Management Software for Library facilities.
    • Using proprietary software, personal experience, and consultant’s recommendations, creates and maintains 5 year CIP budgets for anticipated capital expenditures as they relate to the Library facilities.
    • Using the City’s Enterprise accounting software, requisitions or purchases services, materials, and equipment for facilities operations and capital improvement projects. Tracks and maintains records of all remodeling and capital projects.
    • Responsible for receiving commodities purchased and monitoring vendor performance on managed projects.
    • Addresses emergencies pertaining to the operation of Library buildings during non-work hours as required.
    • Monitors and updates locking system and Energy Management System (EMS).
    • Plans and conducts skill and safety training, evaluates union personnel performance, and initiates any necessary disciplinary action.
      • Supervises, trains and directs the work of Library Maintenance staff.
    • Participates in the recruitment and selection process of new Maintenance employees.
    • Motivates employees using human relations skills and encourages teamwork. Administers disciplinary action to employees, including oral and written reprimands. Participates in disciplinary processes for suspensions, demotions, and discharges by conducting investigations and making recommendations to the Library Director.
    • Coordinates all preconstruction and construction activities throughout the duration of Library building projects and remains in constant communication with the user group and Architect/Engineer. Shall be responsible for management of the project and supervision of the contractor(s). Assists in the establishment of the project budget and schedule. Works within the project’s limitations to bring the project in on time and on budget. Administers the construction contracts, monitors quality control and is the link between the field construction and the user group.
    • Provides safety and emergency preparedness response training for Library staff.
    • Performs other duties as assigned.

    MINIMUM REQUIREMENTS OF WORK:

    • Must possess a Bachelor’s Degree. Degree in Construction Management, Architecture or Engineering preferred.
    • Must possess five (5) or more years of progressively responsible work experience in project and facility management or construction with journeyman qualifications in electrical, plumbing, masonry, carpentry, or HVAC.
    • Must possess three (3) or more years of supervisory experience with projects or staff.
    • Must possess a valid driver’s license and a safe driving record.
    • Knowledge, skills, and abilities in the following areas:
      • Extensive knowledge of one or more of the trades listed above with additional thorough knowledge of the remaining trades.
      • Thorough knowledge of OSHA standards and regulations.
      • Thorough knowledge of safety best practices and procedures.
      • Knowledge and use of personal computers including word processing and spreadsheet software.
      • Knowledge of modern supervisory principles including program planning, project management, scheduling, coordination and public relations.
      • Ability to schedule, assign, and direct the work of subordinates.
    • Ability to establish and maintain effective working relationships with supervisors, section employees from other divisions or departments, private companies, government officials, community organizations, and the public.
    • Ability to deal with the public in a friendly, courteous, and pleasant manner, and with a customer service orientation.
    • Ability to communicate effectively, both orally and in writing.
    • Knowledge in the use of the following equipment: Pipe thawing equipment, rodding equipment, hydraulic pipe bender, saws, router, HVAC testing equipment, FREON, boiler chemicals, paints, solvents, drain cleaners, brominating tablets, degreasers, insect repellants and pesticides, cleaning solvents, computer, maps, blueprints, wiring diagrams, pressure gauges, valves, tape measure, and work order.

    PHYSICAL REQUIREMENTS OF WORK:

    The worker is subject to both inside and outside environmental conditions. Ability to work outside in ambient environmental conditions.
    Medium to Heavy Work: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Walking or standing to a significant degree is normally required.
    Ability to perform manual labor including bending, stooping, climbing (stairs, scaffolding, ramps and poles), kneeling, crouching, reaching, handling and feeling.

    SUPERVISION:

    Work is performed under the direction of the Library Director. Employee is responsible for managing daily and seasonal preventive maintenance and repair procedures. Employee is also responsible for concurrently managing several capital construction projects. The scope and/or
    time constraints of the CIP projects may be of a larger nature, or shorter time duration such that they cannot be completed by in-house staff.

    PUBLIC CONTACT:

    The employee has significant contact with other department employees, supervisors, contractors, consultants, outside vendors and dealers to resolve problems and improve construction and maintenance methods.
