The Public Works Maintenance Division is seeking to hire an experienced Operations Maintenance Supervisor to oversee coordination of debris management in the public right-of-way.
Position plans, prioritizes, organizes, and supervises field maintenance activities responsible for the maintenance and operation of debris management in the public right-of-way including illegal dumping, non-sanctioned camp clean-up, dead animal pick-up, vegetation management and emergency response activities.
Participates in a cross-departmental team and coordinates our divisions responses to unhoused in our local community. Ensures compliance with legal and environmental standards and regulations, oversees property collection and storage protocols and reporting requirements with other City departments, outside agencies, law enforcement, contractors, the public to ensure collaborative and efficient operations.
We are looking for a person who demonstrates excellent communication and organizational skills paired with experience in leadership and customer service. This position is a member of the Surface Maintenance Leadership Team.

Analyzes and evaluates current operational procedures and preventative maintenance programs, develops and implements short and long-range programs and strategies.
Develops and monitors the work units operating budgets for Right of Way Debris Management programs.
Responsible for the selection, supervision, and evaluation of assigned staff; assigns work and ensures appropriate training is provided; investigates complaints; recommends and administers disciplinary actions; handles sensitive personnel matters and recommends grievance responses; exercises full supervision over employees.
Schedules and assigns work. Instructs assigned staff in the appropriate use of materials, methods, tools and equipment, including safety measures.
Develops specifications for the purchase of vehicles and equipment used in the designated maintenance programs.
Reviews and recommends updates to technical specifications and typical standards related to construction activities within the public way. Recommends new and improved practices.
Evaluates completed maintenance activities, repairs or construction to ensure all work being performed adheres to established standards, policies or regulations.
Directs assigned staff and may direct other maintenance personnel during emergencies such as flooding, ice and snow events, windstorms, landslides, sewer overflows or surcharges, and pipe system collapse.
Directs and/or coordinates emergency response to evolving situations in order to confine, mitigate, or prevent injury from hazardous conditions.
Investigates citizen complaints or inquiries; collects and researches information; read and interpret system maps, blue prints and archive files.
Monitors productivity and work standards of assigned work teams to meet seasonal deadlines and/or time sensitive maintenance or repair activities.
Recommends upgrades and/or design needs of ArcGIS and Maintenance Management System (MMS) software.
Responsible for compliance with adopted Best Management Practices within the scope of the City's National Pollutant Discharge Elimination System MS4 Stormwater General Permit.
Prepares billing worksheets for recovery of damages to publicly owned infrastructure. Serves as PW After-Hour On-Call Supervisor.
Works cooperatively with other work teams, divisions.

Five years of increasingly responsible experience in field maintenance operations, including two years of supervisory responsibility or four years of responsible leadworker experience.
Training:
Equivalent to an Associate Degree in area of responsibility or closely related field.
Other combinations of experience and education that meet the minimum requirements may be substituted.
License or Certificate:
A valid Oregon driver's license or, the ability to obtain by date of hire; must pass driving records check and, if hired, maintain a driving record that meets the City's standard.
