POSITION REPORTS TO: Parks & Recreation SupervisorPOSITIONS SUPERVISED: Head Lifeguard, Lifeguards, Admission & Concession AttendantsBLS COMPARABLE: 11-9199.00 Managers, All Others LEADERSHIP: Provides leadership through setting an example, the scheduling of work, review, and approval.CONDITIONS OF EMPLOYMENTSubject to post offer, pre-employment drug screen. Subject to a pre-employment criminal background check. As a position directly affecting the safety of others, the employee will be required to comply with all provisions of City of Enid’s substance abuse policy, including random drug and alcohol testing.Two-year experience as life guard.One year of management experience.Valid Lifeguard Certification. POSITION PURPOSE: To enhance the safety of Enid residents and guests through effective management of seasonal water recreation services. ESSENTIAL FUNCTIONS AND BASIC DUTIES Promote water safety in municipal swimming pool through the promulgation and enforcement of rules and regulations with both staff and patrons. Responsible for the coaching and supervision of all seasonal pool personnel including providing middle and end of the season evaluation. Assist in hiring and training of personnel for the pool, order lifeguard attire.Develop schedules for pool use including public swims, swim lessons and other activities and provide appropriate supervision for private parties. Resolve staff and/or patron issues and refer staff discipline issues to the Parks & Recreation Supervisor.Ensure compliance with all local, staff and federal regulations. Maintain records of pool usage. Oversee collection and security of all revenues and tickets, keep records of revenues.Responsible for maintaining positive public relations at the swimming pool.Supervises the general care and cleaning of the facility and maintenance and minor repair of equipment. Provide written reports, required record keeping, communication of issues including incidents and assist in investigation and follow-up of accidents or incidents that occur at the pool.Assist in preparing pool for opening and closing each season. Respond quickly, intelligently, decisively and in accordance with established emergency and accident management procedures. Administer First Aid, CPR, emergency and other safety procedures, as required. Act as lifeguard as needed. Provide excellent customer service by greeting visitors, answering telephones, making appointments and answering basic questions. Perform other duties as required. PERFORMANCE MEASUREMENTS The City pool promotes a safe, enjoyable and educational recreational opportunity for residents.Proper lifeguarding techniques are established and modeled for lifeguards. The Parks and Recreation department runs smoothly and efficiently.Policies and procedures in city of Enid personnel manual and safety manual are understood, followed, and modeled for other employees. Effective relations exist with co-workers as well as with the public. The City’s professional reputation is maintained. QUALIFICATIONS EDUCATION/EXPERIENCE: High school or general education degree (GED). CERTIFICATES/LICENSES: 2 years lifeguard experience and 1 year of management experience. First Aid Certification within 1 month of employment.CPR/AED Certification within 1 month of employmentLifeguard CertificationREQUIRED KNOWLEDGE: Public Safety and Security: Knowledge of relevant equipment, policies, procedures, and strategies to promote safe and effective use of park system.Customer and Personal Service: Knowledge of principles and processes for providing customer and personal services. Chemistry: Basic knowledge of the chemical composition, structure, and properties of substances and of the chemical processes and transformations that they undergo. This includes uses of chemicals and their interactions, danger signs, production techniques, and disposal methods.SKILLS/ABILITIES: Ability to work independently.Handle multiple tasks simultaneously.Accurate and attentive to detail. Ability to assist and support others. Able to operate telephone, copier, and other basic business machines. PHYSICAL & MENTAL ACTIVITIES AND REQUIREMENTS OF THIS POSITION FINGER DEXTERITY: Manual dexterity sufficient to work with the fingers.VISUAL ABILITIES: Ability to see detail at far distance. Ability to distinguish colors.PHYSICAL STRENGTH: Lift/carry up to 50 pounds occasionally; frequent use of arms, hands, and fingers to reach, touch and feel; occasional kneel, crouch, stoop, crawl, and climb.LANGUAGE/COMPREHENSION: Ability to read and interpret documents such as safety rules, operating & maintenance instructions, & procedure manuals. REASONING ABILITY: Ability to make immediate decision with regard to rendering emergency aid. Ability to monitor work processes and provide oversight to others. Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.MATHEMATICS ABILITY: Ability to perform very basic math skills including adding and subtracting two digit numbers, multiplying and dividing by 10’s and 100’s. Ability to perform these operations using units of money and weight and distance measurements. WORK SCHEDULE/HOURS: Summer – Six days a week; variable hours; Other – Variable lunch period and breaks in coordination with other personnel. WORK CONDITIONS: Outdoors exposed to changing weather conditions (rain, sun, wind, snow, etc.) and indoor shop environment with adequate ventilation.NOISE LEVEL: Loud. Hearing protection as required.OTHER WORK CONDITIONS: Air contamination.Exposure to moving mechanical parts. Improperly illuminated or awkward and confining workspace.Work with chemicals including chlorine.
