City of Elkins is Hiring an Utility Billing & Posting Clerk Near Elkins, WV

The City of Elkins is looking for a Utility Billing & Posting Clerk with the ability and eagerness to provide high-quality services, delivered in a professional, responsive, and friendly manner. This position will work in the Treasury Department assisting customers, taking payments, invoicing, and other general accounting duties.

Job Summary: Under general supervision, performs various bookkeeping and clerical duties in support of efficient and effective Utility Billing Department operations. Work involves billing, providing professional and courteous customer service at all times, and performing other clerical duties as assigned. Reports to the City Treasurer.

Job Duties: 

  • Answers the telephone; provides requested information and/or forwards calls to appropriate staff person; takes messages as necessary.
  • Will greet and assists office visitors.
  • Accepts applications for service from new customers; establishes customer records on computer.
  • Accepts and submits work orders for water and sewer taps, new meters, and meter maintenance; communicates with field personnel.
  • Assists in importing and exporting meter readings for the preparation of customer billing invoices; enters customer data into computer; calculates bills according to tariff and PSC regulations.
  • Generates and mails monthly billing invoices.
  • Calculates billing adjustments due to detected water leaks, posts adjustments to customer accounts.
  • Maintains adequate inventory of office supplies; readies office equipment for use each day.
  • Performs other general office work as required, including typing routine reports and correspondence, entering, and retrieving computer data, copying and filing documents, sending and receiving faxes and e-mails, etc.
  • Receives and reviews applications for service, termination of service forms, work orders, etc.
  • Prepares and processes applications for service/termination of service, work orders, billing invoices, routine work records and reports.
  • Refers to customer account records, policy and procedure manuals, publications, and reference texts, etc.
  • Operates a variety of machines and equipment such as calculators, copier, fax machine, telephone, computer, printer, mail machine, pressure seal machine, etc.; uses general office and computer supplies and word and data processing software.
  • Interacts and communicates with various groups and individuals such as the supervisor, co-workers, other City personnel, customers, and the general public.
  • Attends training and workshops as necessary to enhance job knowledge and skills.

Other Duties: 

  • Comply with all safety policies, practices and procedures. Report all unsafe activities to supervisor and/or Human Resources.
  • Participate in proactive team efforts to achieve departmental and company goals.
  • Perform other duties as assigned by supervisor or position of higher authority.
  • Provide leadership to others through example and sharing of knowledge/skill.

Minimum Training and ExperienceRequires a high school diploma or GED equivalent with one to two years of experience in data processing, bookkeeping and/or customer service; or any equivalent combination of training and experience which provides the required knowledge, skills, and abilities. Must have a valid West Virginia driver’s license

Physical Requirements: The employee almost continually talks or listens, uses hands to finger, handle, or feel; the employee generally stands, sits, and reaches with hands and arms; the employee occasionally walks, climbs or balances, stoops, kneels, crouches, or crawls.

Lifts Weight or Exerts Force Work Environment The employee occasionally lifts up to 25 pounds.

Visions: Specific vision abilities required by this job include Close vision; Distance vision; Peripheral vision; Depth perception; and Ability to adjust focus.

Work Environment: The employee almost continually works in a well-lighted, heated and/or air-conditioned indoor office setting with adequate ventilation. The physical activity for this position is considered light - performing non-strenuous daily activities of an administrative nature.
