Requirements

Candidate must have a Bachelor's Degree or higher, in Business or Public Administration, Political Science, or a related field, and five (5) years of increasingly responsible experience in government relations or public administration, including administration of legislative programs including one (1) year in a supervisory or lead capacity.

Licenses and Certificates: Valid Texas Class "C" Driver's License or equivalent from another state by time of appointment.

General Purpose

Under administrative direction, direct and oversee the planning and development of the federal and state legislative programs. Monitors legislation affecting the City of El Paso and its operations.

Typical Duties

  • Serve as the City of El Paso’s point of contact for legislative matters with the City’s lobbyists and advocacy groups on legislative initiatives to advance the City of El Paso’s legislative agenda.
  • Create and implement complex strategies for promoting the City’s legislative programs with local, state, and federal officials and the public.
  • Monitor legislative activity on the House and Senate floors for both the state and federal government. During the legislative cycle, provide weekly (sometimes more frequent) updates, as necessary, to City staff on all legislative action affecting the City of El Paso.
  • Analyze legislative and regulatory proposals and disseminate information, including relevant recommendations, through written reports to executive leadership staff. Prepare legislative analyses including fiscal impact assessment and implementation of recommendations.
  • Develop city-wide legislative programs to obtain results on the City’s legislative and regulatory objectives.
  • Perform complex forecasting and cost/benefit analysis to enable executive city leadership to make informed decisions that focus on legislative initiatives and activities.
  • Conduct research to identify legislation or regulatory proposals that will accelerate or have adverse impact to the City’s strategic mission, operations, and initiatives.
  • Represent the organization by attending various meetings and conferences and interacting with a wide range of officials, department directors, coworkers, and the public.
  • Work on task forces associated with legislative, and regulatory agendas, laws, engage interested related groups and the public, and builds relationships. Serve as the subject matter expert on the City’s legislative programs.
  • Respond to and resolve sensitive inquiries and complaints from internal and external customers.
  • Supervise assigned personnel. Instruct, review, guide and check work. Appraise employee performance. Provide training and development. Enforce personnel rules, regulations, and work and safety standards. Counsel, motivate, and maintain harmony. Interview applicants. Recommend hires, terminations, transfers, disciplinary action, requests for leave, pay or other employee status changes.
