The Streets Design Project Manager is responsible for overseeing the construction of City Streets, along with associated items and facilities within the City's Right of Way, including capital improvement projects, master plans, studies, and internally directed small projects, all aimed at advancing the goals and values of the Public Works Department and the City's Mission and Vision. This responsibility will be accomplished primarily through management of consultant efforts, which will be bid through the City Procurement process. The position will have oversight of project design consultants, coordinating their schedule and cost management and support preparation of bid/construction documents for delivery to the Capital Improvement Projects (CIP) Division. The position will coordinate design activities with other city departments, divisions, and outside agencies. The position will provide responsible staff assistance to the Department Director, City Engineer and Operations Manager.
* Starting pay rate is $75,450 to $94,300 depending upon experience. The following duties are normal for this position. However, they are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may also be required or assigned.
  • Outreach and collaborate with neighborhoods, special interest groups, community, other City departments and agencies throughout planning and design processes. Develop and present project information.
  • Develop request for proposals and manage process for selection of design and engineering consultants. Manage and direct consultant completed design processes of public infrastructure.
  • Develop assessments, studies, reports, cost estimates, plans, inventories, maps, and recommendations relative to Streets Division projects.
  • Prepare grant applications and secure partner funding for capital improvement projects.
  • Prepare and/or review master plans, conceptual plans, preliminary and final construction plans, including construction drawings and technical specifications of proposed projects.
  • Review drawings and specifications to develop construction quantities and cost estimates.
  • Answer questions regarding expenditures for assigned construction projects compared to project estimates.
  • Prioritize, plan and implement streets capital improvement projects design and support design during other construction projects.
  • Manage design consultant’s and contractor’s time and availability to deliver designs in coordination with seasonal work schedules.
  • Report to project team on all elements of risk associated with scope, schedule and budget.
  • Manage meetings and correspondence with stakeholders.
  • Participate with project team to ensure timely coordination of submittals, requests for information (RFI’s), and plan revisions.
  • Participate in value engineering alternative solutions with designer and contractor.
  • Participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommend and administer policies and procedures.
  • Assist in monitoring and evaluating the efficiency and effectiveness of service delivery methods and procedures; recommend, within Departmental policy, appropriate service levels.
  • Participate in the development and administration of the annual, 5-year and 15-year Streets Capital Improvements program budget; submit budget recommendations; track and monitor expenditures.
  • Coordinate with contractors, utility agents, and other stakeholders.
  • Review and prepare bid specifications in conjunction with the purchasing division for all Streets and related capital improvement and construction projects.
  • Serve as liaison for the Streets Division with other City divisions, departments, and outside agencies.
  • Provide responsible staff assistance to the Public Works Director and City Engineer and Operations Manager.
  • Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of public works maintenance and construction.
Fiscal Responsibilities
Incumbent has authority to release funds budgeted for projects and within limits set by department or City policy; develops bid specifications in conjunction with Purchasing Department and CIP Division; assists with development of Departmental budget as it applies to planned projects for the City.
City Organization Duties and Responsibilities:
  • Represent the Department and City to other City staff and members of the public.
  • Provide quality customer service to individuals needing assistance.
Supervisory Relationships:
Works independently under broad guidelines set by the Director. Analyzes problems and performs needs assessments using independent judgement to apply general guidelines and goals set by Department Director. Supervises/coordinates contracts/contractors on projects.
JOB QUALIFICATIONS – KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of:
  • Knowledgeable in general building and civil construction
  • Ability to read and interpret project plans and specifications
  • Manages difficult situations, responds promptly to stakeholder needs, solicits stakeholder feedback to improve service, and meets commitments
  • Experience working on public works, with streets and/or roads or agency projects preferred.
  • Understanding of the operational characteristics, services and activities of a variety of public works programs.
  • Modern office procedures, methods and computer equipment.
  • Basic principles and practices of municipal budget preparation and administration.
  • Pertinent Federal, State, and local laws, codes and regulations.
  • Occupational hazards and standard safety practices.
  • Current First Aid/CPR/AED
  • OSHA 10 certification; OSHA 30 certification a plus
  • Proficient with Microsoft Office and other basic computer skills
  • Excellent written/communication skills and ability to work well with others

Work Environment:Work is mostly sedentary in an office environment with periods of mobility and light physical activity. Involves some travel from site to site, working in a field environment including exposure to noise, dust, grease, smoke, fumes, gasses, inclement weather conditions, and working around heavy construction equipment.
Physical and Mental Requirements/Activities:
  • This work requires the frequent exertion of up to 10 pounds of lifting/moving or force and occasional lift, move or drag 50 pounds or more while performing essential functions of the job.
  • Work regularly requires the ability to stand, walk, sit; use hands to finger, handle or feel; reach with hands and arms; balance, stoop, kneel crouch or crawl; and speak and hear.
  • Specific vision abilities required by this job include close, distance and peripheral vision; depth perception; and the ability to adjust focus. Will spend a large amount of time viewing a computer screen.
  • Acceptable verbal and conversation skills to effectively communicate with others in English.
  • Ability to understand and follow oral and written instructions.
  • Ability to read and write English and interpret documents such as safety rules, material safety data sheets, operation and maintenance instructions, procedure manuals, and so forth.
  • Ability to recognize occupational hazards in work activities and take safety precautions.
  • Mental capacity which allows the capability of making sound decisions and following directions.
Minimum Education and Certification: Bachelor’s degree in construction management, civil engineering or closely related field.
Minimum Experience: Combination of five (5) years of project management experience including field construction, project design, cost estimation, procurement, and risk assessment.
