This is technical work observing, inspecting and monitoring private contractors doing City projects to meet City standards. Work is performed under general supervision.

Essential Job Duties

The following duties are normal for this position. The omission of specific statements of duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
  • Observe and inspect water, sewer, and reclaimed water construction in progress.
  • Schedule and run pre-construction meetings representing the Utilities Department.
  • Enforce the Utilities Department Minimum Design and Construction Standards.
  • Drive to and from job sites.
  • Prepare daily progress reports.
  • Read construction plans.
  • Approve material shop drawings.
  • Review record drawings (as-builts) for conformance.
  • Maintain files and records pertaining to projects.
  • Verify constructed quantities and payment applications to contractors.
  • Fosters positive employee relations and employee morale on a City-wide basis.

Minimum Qualifications

  • Must have a minimum high school diploma or possession of an acceptable equivalent diploma.
  • Minimum seven (7) years’ experience in civil construction field, drafting, design, surveying, plumbing, utility inspections, supervision, and engineering.
  • Must have a valid Florida Driver's License with a good driving record.
  • Minimum two (2) years’ experience in office procedures and paper flow.
  • Requires demonstrated ability to utilize personal computer and office software such as MS Word, MS Excel, Adobe acrobat, and electronic mail.
Must have knowledge of current water and wastewater construction methods, testing, safety, materials and minimum standards. knowledge of local, state and federal permitting agencies and criteria for obtaining and closing out various permits for water and wastewater construction projects. Must have knowledge to read, interpret, use and understand engineering plans, specifications and contract documents.
Ability to review, mark up, approve record drawings (as-builts) to ensure construction was completed in accordance with the plans, and the specifications. Ability to maintain effective working relationships with co-workers, officials, administrators, and the public and coordinate projects with contractors. Ability to meet deadlines and schedules. Ability to manage and prioritize routine, specialized and complex assignments and problems utilizing knowledge acquired through prior education, training, and experience to plan and coordinate work. Ability to communicate effectively in oral and written form and follow complex oral and written instructions. Must drive to and from job sites. Ability to adapt to an evolving and continually improving environment.

LICENSES AND/OR CERTIFICATIONS:
Must have or be able to obtain the following qualifications within ten months from the hiring date:

  • FDOT Intermediate Work Zone Traffic Control certification.
  • Florida Water Distribution System Operator license level 3, level 2, or level 1.
  • OSHA Confined Space certification.
  • OSHA Competent Person Trenching and Excavation certification.
  • Cross-Connection Control Inspector certification.

A comparable combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position, may be substituted for the minimum qualifications.
