JOB SUMMARY:

This position assists with the operation, maintenance, and development of the City of DeFuniak Springs Municipal Airport. Performs responsible supervisory and administrative work in all activities of the airport. Work includes budgetary monitoring, training, and overseeing staff.

ESSENTIAL JOB FUNCTIONS:

The following statements describe the principal functions of this job and its scope of responsibility but should not be considered an all-inclusive listing of work requirements. Individuals may perform other duties as assigned, including working in other functional areas to cover absences or relief, to equalize peak work periods or otherwise to balance the workload.

  • Primary duty is the operation of the Municipal Airport and supervision of employees within the department.
  • Makes recommendations as to hiring, firing, promotion, demotion, or any other change of employment status of employees within the division. Such recommendation shall be given due consideration.
  • Acts as the city’s primary liaison on matters of airport operations, between fixed base operators, tenants, contractors, and federal and state agencies.
  • Coordinates, plans, organizes, and directs work activities and reporting associated with operation and maintenance in accordance with federal, state and local laws, codes, regulations, ordinances, policies and procedures.
  • Ensures compliance with federal (FAA), State (FDOT, FDEP), and City standards, regulations, and ordinances relating to airport facilities, tenants and contractor agreement compliance associated with operating a FAA Part-139 and general aviation airports.
  • Coordinates and evaluates airport programs, resources, operations, projects, and activities to assure the safety and well-being of airport customers and users while ensuring compliance with federal, state and local laws, codes, regulations, ordinances, policies and procedures.
  • Coordinates, implements, and oversees facility maintenance program to assure all facilities are maintained and operated in a safe and clean manner including request for repairs with follow up to ensure repairs are completed.
  • Trains, supervises, and evaluates employee performance, administering disciplinary action within the airport department.
  • Maintains attendance and time keeping records, including authorizing leave for the departments.
  • Participates in the selection and hiring of applicants within the department.
  • Prepares schedules, assigns duties, and reviews work to assure compliance with established policy and procedure; and to ensure the airport is appropriately staffed.
  • Ensures daily compliance with airport security regulations and acts as airport Security Coordinator.
  • Submits and reviews accident/incident reports and assists with investigations performed by State and Federal agencies.
  • Prepares and maintains policy manual and procedural documents specific to airport operations (such as fees scales, certifications, training, airport Emergency Plan, and other administrative documents as required.)
  • Reviews and assists in the preparation of annual budget for operations, maintenance, and security of the airport, including development of fees; the Joint Aviation Capital Improvement Program, and grant administration.
  • Maintains pertinent records; prepares and delivers reports on airport operations and incidents as needed.
  • Assists in the planning, development, coordination, and implementation of projects undertaken at the airport.
  • Coordinates and oversees fuel program which may include monitoring fuel levels, pricing, and quality.
  • Serves as leasing agent for airport property.
  • Serves as customer service agent providing a high level of assistance to airport customers, which may include rental car reservations, supply sales, courtesy car, refreshments, and online services.
  • Responsible for oversight and management of all financial activities at the airport.
  • Plans, organizes and directs events, such as fly-ins and users’ meetings.
  • Prepares, issues, and cancels NOTAMS, when necessary.
  • Serves as Line Service Technician, in their absence which may include fueling, directing aircraft and other duties as needed.
  • Completes monthly fuel tank inspection.
  • Works in emergency situations and conditions as may be required.
  • Adheres to all safety rules and regulations.
  • Adheres to work schedule and attendance requirements.
  • Performs other duties as directed and required.
  • Must create a positive public image as a representative of the city.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of the principles and techniques of efficient airport management, administration and operations with the ability to apply in daily airport operations.
  • Knowledge of Joint Automated Capital Improvement Plan, Federal Aviation Administration, and Florida Department of Transportation Aviation Division grant programs and administration.
  • Knowledgeable in governmental processes and procedures.

· Knowledge of principles of supervision, organization and administration.

· Knowledge of all city policies and procedures.

  • Skilled and knowledgeable about federal, state, regional, and local regulations pertaining to airport ground operations.
  • Skilled in Microsoft with the ability to operate general office equipment and maintain filing system.
  • Skilled in customer service and public relations.
  • Ability to develop and oversee training on airport policies and procedures; ability to analyze and recommend amendments pertaining to airport operating procedures and policies.

· Ability to demonstrate initiative, self-motivation, and work cooperatively with co-workers and the public.

· Ability to communicate effectively, verbally and in writing, with employees, department heads, and the public.

· Ability to exercise good independent judgment and initiative in applying standards to a variety of work situations.

· Ability to assist in preparation of a budget and monitor department expenditures.

  • Ability to keep accurate records and reports.
  • Ability to plan, supervise and coordinate the work of the department in a manner conducive to full performance and high morale.
  • Ability to plan, organize and implement community events.
  • Ability to exercise considerable tact and courtesy in contact with the general public.
  • Ability to react quickly, calmly, and effectively in emergency or stressful situations.
  • Ability to work evenings, weekends, and holidays as required.

QUALIFICATIONS, TRAINING AND EXPERIENCE:

Graduation from a standard high school or GED; a minimum of two (2) years’ experience in a commercial service and/or general aviation airport operations related field or any combination of training, education and experience that would provide the knowledge, skills, and abilities needed to perform the job.

Preferred requirements: Two (2) years of management or supervisory experience preferred with airport operations experience. A degree from an accredited college or university in business administration, public administration, or a closely related field or equivalent military experience in aviation. Aviation training certifications preferred.

Special requirements: Valid class “E” Florida driver license. Requires fuel tank inspection certification or the ability to obtain within six (6) months of employment unless an extension is approved by the City Manager.

PHYSICAL DEMANDS AND WORK ENVIRONMENT:

Must be able to climb ladders and scaffolding. Must be physically able to operate motor vehicles, including light pickup trucks and various heavy equipment. Must be able to lift and/or move up to 50 pounds. Must be able to exert up to 75 pounds of force occasionally, and/or up to 35 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Requires the ability to maintain body equilibrium to prevent falling when walking or standing on uneven surfaces and when bending, stooping, crouching, climbing, reaching and/or stretching arms, legs or other parts of body, and to physically maneuver over and/or upon varying terrain, surfaces or physical structures. Physical demand requirements are for medium to heavy work. May be subject to dust, heat, and physically dangerous areas while working in field. May be exposed to possible bodily injury from vehicular traffic. May be subject to insects, snakes, rodents or spiders. May be subject to confined spaces. May be exposed to various extreme atmospheric conditions.

Work Environment:

Typical work environment will be in an office setting. The noise level is usually quiet to moderate. Occasionally exposed to outdoor weather. Requires occasional travel representing the city at meetings, in various professional associations, or for training and career development.

Hours Worked:

Monday through Friday 8:00 am to 5:00 pm in the office unless duties require you to be away from assigned workstation. Subject to be called in on a holiday or during an emergency situation. Schedule could be subject to change depending on the needs of the division.

Paygrade: 67 ($50,299.79)

It is a condition of employment for employee to refrain from reporting to work or working with the presence of illegal drugs or alcohol in his or her body, and, if an injured employee refuses to submit to a test for drugs or alcohol, the employee forfeits eligibility for medical and indemnity benefits. Airport Operations Manager is subject to random, reasonable suspicion, work related post-accident, and fitness for duty drug testing.
