City of Dearborn is Hiring an Office Specialist (Payroll/Benefits) Near Dearborn, MI

DISTINGUISHING FEATURES OF WORK

This position is responsible for providing a wide range of specialized office support to an assigned area. Responsibilities may include administering programs; maintaining information; and performing general office tasks.

DUTIES AND RESPONSIBILITIES

  • Administration of all active employee and retiree payrolls and may assist with group benefit programs, including but not limited to: health, including Medicare, and dental insurance, flexible spending, disability and life insurance, health care savings plan, COBRA, and 401/457. May assist with processing of monthly billings, collection of all monies and corresponding payments, reconciliation and auditing of all carrier invoices pertaining to benefits.
  • Coordinate with benefits where applicable to process union dues, garnishments, court orders, and the balancing of benefits. Process new hire enrollments, terminations, death claims, and all payroll changes. Update employee payroll records and maintain files.
  • Serves as contact for plan vendors, third party administrators, and plan consultant. May assist with Health and Welfare Requests for Proposal (RFP). Ensure payrolls conform to plan provisions, union contracts, and federal and state regulations.
  • Computer proficiency with the ability to use Microsoft products. Performs general office tasks, prepares various documents, and the drafting of policies and procedures. Ability to work effectively in a team environment with associates. Excellent communication and organization skills.
  • Knowledge of payroll and benefits contract language and all pertinent federal and state regulations, filing, and compliance requirements affecting employee payroll and benefit programs. Knowledge of public administration and municipal government.
  • Maintains systems of an assigned area to ensure proper functioning; assists employees in using systems.
  • Provides customer service, including: responding to internal and external inquiries; resolving customer complaints; and non-routine information to customers; may work with external agencies.
  • Demonstrates regular and predictable attendance, including attendance at required meetings.

PHYSICAL REQUIREMENTS:
Positions in this class typically require: reaching, grasping, feeling, talking, hearing, seeing, and repetitive motions. Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Walking and standing are required only occasionally.

EXPERIENCE AND TRAINING/LICENSING REQUIREMENTS

Associate’s degree and 1 year of related experience; or, Bachelor’s degree in business administration, human resources, or related field preferred; Certified Payroll Professional (CPP) is favorable; or, all required certification(s); or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
