Manages the operation of a regional wastewater treatment facility.

Directs the operation of a wastewater treatment facility: treats wastewater to meet federal and state discharge requirements; enforces the City's wastewater facilities ordinance; supervises the testing of industrial wastes from the region; develops comprehensive industrial sewer service charge rates; assigns charges to industries and participating communities; advises industries of legal effluent requirements and sample analysis; prepares and administers an annual wastewater budget.
Supervises, schedules, trains and directs the work of employees; participates in the interview and selection processes and may make employment decisions; evaluates employee performance and recommends corrective action.
Conducts special studies regarding wastewater treatment and the environmental impact of effluents: determines sample sites; prescribes laboratory tests; reports results; recommends action.
Analyzes problems, identifies alternative solutions, projects consequences of proposed actions, and assists in the implementation of recommendations in support of goals for the City and the division.Advises officials and agencies regarding wastewater operations and requirements.
Reports to and obtains permits from various federal, state and local agencies.Bachelor's degree in physical or biological sciences, sanitary, chemical, or mechanical engineering; and, eight (8) years experience in sewage treatment operations and administration, four (4) years of which have been in a supervisory role; or an equivalent combination of training and experience which provides the knowledge, skills and abilities necessary to perform the required work in this position.
Must possess a State of Iowa Grade IV Wastewater Operator certification upon application and maintain throughout duration of employment.
Must possess a valid driver’s license and maintain throughout duration of employment. 
Must pass a background check as prescribed by the City of Davenport.Comprehensive Knowledge of:
Principles and practices of sewage treatment and industrial pretreatment practices
Considerable Knowledge of:
Materials, equipment and control systems used in the operation of sewage treatment plant and plant laboratory.
Chemical and biological reactions and characteristics
Comprehensive Skill in:
Developing equipment and material specifications and analyzing plant effectiveness and efficiency.
Considerable Skill in:
Analyzing complex laboratory and plant operations reports.
Preparing an annual budget to cover improvements, salaries, supplies and equipment.
Performing complex mathematical computations.
Developing and maintaining effective working relationships with staff, elected officials, community stakeholders, state and federal agencies, and community members.
Supervising, training, evaluating and leading the work of others.
Communicating effectively with others, both orally and in writing, using both technical and non-technical language.
Understanding and following verbal and/or written policies, procedures and instructions.
Preparing and presenting accurate and reliable reports containing findings and recommendations.
Quickly learning and using new skills and knowledge brought about by rapidly changing information and/or technology.
