City Of Davenport is Hiring a Chief Building Official Near Davenport, IA

Plans, organizes and directs construction code enforcement activities, including administration of building, mechanical, plumbing, electrical, property maintenance and similar codes and inspection programs; inspects structures using engineering skills to determine structural soundness and compliance with specifications, building codes and other regulations.

Directs and assigns all activities and employees within the Building Division including the inspection of building construction, electrical, plumbing, heating and air conditioning installations and housing inspections.
Inspects existing structures for deteriorated conditions; investigates housing and building violations; authorizes condemnation or other corrective action based upon inspection or professional engineering reports.
Issues final occupancy permit determinations.
 
Supervises the review and inspection of building and site plans.
Recommends revised or new ordinances and coordinates with legal staff in drafting such ordinances.
 
Works cooperatively with other City departments and divisions, governmental agencies outside the City, contractors, developers, engineering firms, business owners and other interested parties. 
 
Communicates on programs and policies.
 Serves as liaison to the Combined Construction Code Board of Appeals & Review.
Interprets Construction Code related standards, rules and regulations and makes decisions on technical matters of code enforcement and applications related to field inspection activities and/or professional engineering reports.
 
Reviews structural calculations for accuracy; maintains efficient plan examination processes; provides and coordinates plan review for more complex projects and proposed commercial and industrial buildings of all types to ascertain their compliance with applicable codes and regulations.
Reviews, analyzes and recommends new or revised code regulations and policies.
Coordinates and implements code updates or revisions, collaborating with internal City departments and other cities and counties as necessary.
Retains memberships in industry associations; stays up-to-date on local, regional, state, national and international standards.
Attends meetings.
Testifies in court as necessary.
Works continually towards the most effective and efficient methods of conducting inspections and enforcing codes while emphasizing optimum customer service.
Performs other relevant duties as assigned. Must possess a Bachelor's degree from an accredited four-year college or university in structural engineering, architecture, public or business administration or related field; with ten (10) years of experience in the construction or building trades or design, including five (5) years of supervisory experience. A professional engineering license, architectural license or similar license preferred.
Must possess Certified Building Official certification by the International Code Council (ICC), or other relevant certification as approved by the Neighborhood Services Director, within two (2) years of hire and maintain throughout the duration of employment.
Must possess a valid driver’s license and maintain throughout duration of employment.
 
Must pass a background check as prescribed by the city. Comprehensive Knowledge of:

Principles, practices, methods and techniques of building design and construction and materials, methods and practices in all associated trades
 
Applicable state, local, state and national codes, ordinances, laws, rules and regulations in the areas of zoning, electrical, plumbing, mechanical, building and housing.
 
Reading and interpreting building construction plans, site plans and topographic maps.
 
Reading and interpreting building plans and specifications to determine conforming to building codes and acceptable construction practices. 
 
Materials, methods and practices used in building construction and of the stages in construction when potential defects and violations may be most easily observed and corrected.
 
Research methods and sources of information related to building code enforcement.
Generally accepted standards of engineering.
 
Principles of supervision, training and performance evaluation.
 
Considerable Knowledge of:

Principles of project management.
 
Principles and practices of local government processes and community engagement techniques.
 
Preparing and presenting clear, concise and logical verbal and written reports, correspondence, policies and procedures.
 
Generally accepted practices in customer service.
 
Considerable Skill in:

Performing complex engineering computations and making recommendations for the solution of engineering problems.
 
Analyzing problems, identifying alternative solutions and project consequences of proposed actions and implementing recommendations in support of goals.
 
Applying management principles and practices to a code enforcement function.
 
Establishing and maintaining effective working relationships with property owners, builders, architects, engineers, and other City departments/divisions interpreting the various building and zoning codes.
 
Establishing and maintaining effective working relationships with those contacted in the course of work, including a variety of government officials, community groups and the general public.
 
Reading and interpreting construction plans, specifications and blueprints; recognizing deviations from such plans in the construction process.
 
Preparing analyses and reports.
 
Planning and supervising the work of inspectors and other subordinates.
 
Managing and advancing multiple priorities, including plan review and inspections concurrently, to meet established timelines.
Consistently demonstrating professionalism, integrity and exceptional customer service.
 
Ability to quickly learn and implement new skills and knowledge brought about by rapidly changing information and/or technology.
