Description

Supervises the installation and maintenance of water and gas mains. Coordinates labor, materials and equipment for all assigned jobs.

Documents and maintains records. Deals with the public.

The essential functions of the job are not limited to those listed in the job description. The City retains the discretion to add to or change the duties of the position at any time.

Coordinates with crew by delegating the work to make best use of resources while installing water and gas mains and services;

obtaining materials from warehouse; overseeing all installation and renewal of mains; purging the lines; and installing hydrants.

Supervises crew ensuring work is safely and properly accomplished by directing employees throughout the job process; altering the tasks when called for;

and evaluating and training employees as necessary.

Documents work by obtaining maps from W&G engineering; locating water and gas mains and services; preparing service and materials records;

and processing records in accordance with established procedure.

ADDITIONAL DUTIES

Performs additional duties as assigned.

Education and Experience

High School Diploma or GED; basic computer skills; and one to three years of experience.

An equivalent combination of education and experience may be considered in lieu of the specific requirements listed above

Certifications / Licenses

  • Valid Driver’s License (CDL Class A) with acceptable driving record according to City Criteria
  • Operator Qualification Certification
  • Fusion Certification
  • Trenching and Shoring
  • Confined Spaces Certification VDOT
  • Flagging Certification

Job Knowledge

Intermediate knowledge to perform most work in normal situations. Comprehension of standard situations and includes knowledge of most of the significant aspects of the subject.

Reading

Intermediate : Ability to read papers, periodicals, journals, manuals, dictionaries, and thesauruses.

Writing

Basic : Ability to write simple sentences containing subject, verb, and object, and / or series of numbers, names, and addresses.

Math

Basic : Ability to perform the four basic arithmetic operations (addition, subtraction, multiplication, division).

Communication Skills

Decisions regarding interpretation of existing policies may be made. Contacts may involve stressful, negative interactions requiring high levels of tact and the ability to respond to aggressive interpersonal interactions.

Elements of persuasion may be necessary to gain cooperation and acceptance of ideas.

Normally performs the job by following established standard operating procedures and / or policies. There is a choice of the appropriate procedure or policy to apply to duties.

Performance reviewed periodically.

Technical Skills

Work requires advanced skills and knowledge in approaches and systems, which affect the design and implementation of major programs and / or processes organization wide.

Independent judgment and decision-making abilities are necessary to apply technical skills effectively.

Fiscal Responsibilities

Supervisory Responsibilities

Supervises and monitors performance for a regular group of employees or department. Provides input on hiring, discipline, work objectives / goals, performance evaluation and work assignments.

Typically, a first line supervisor.

PHYSICAL DEMANDS

  • Work requires light physical effort, exerting up to 20 lbs. occasionally, 10 lbs. frequently, or negligible amounts constantly OR requires walking or standing to a significant degree.

MACHINES, TOOLS, EQUIPMENT, SOFTWARE AND HARDWARE

Typically requires use of heavy equipment such as backhoe, ditch witch, skid steer, etc.; construction equipment such as pipe saw, boring, piercing, fusion equipment, etc.

hand tools, tamp, air drill, hand trencher, generator, air spade, power drill, impact wrenches, etc.; computer and related hardware and software;

and any other equipment as appropriate or required.

WORK ENVIRONMENT

Work is performed in an office, warehouse, shop, and outdoors, where there is daily exposure to respiratory hazards and noise and vibration.

There is frequent exposure to mechanical and fire hazard, and explosives. There is occasional exposure to electrical hazards, communicable diseases.
