Job Summary The Policy Analyst will support the office’s work on policy development, programmatic and partnership initiatives, and external affairs. Job Description Overview The Policy Analyst provides professional level support by performing research and analysis of complex policy issues, developing recommendations, and providing advice and guidance to the Council Member on existing and proposed legislation, supporting the community by providing information, direction, and awareness of City programs, services, and projects. Provides information to local entities for members of the community to ensure increased referrals, awareness, and visibility of services available at the City of Dallas through various divisions and departments. Essential Functions Researches, gathers, compiles, analyzes, and summarizes data and information for City Council and management related to municipal policies, legislation, planning, and other areas and projects as assigned; provides general recommendations and ideas for policy development. Demonstrates key knowledge of industry trends and general policy and procedural needs present in the City and its departments. Coordinates, and facilitates in partnership with City departments, services, and programs to ensure the needs of the community are being met; develops close relationships with the community to ensure departmental programs are serving the City's population at the guidance of the Councilmember. Creates, develops, and implements reporting tools and content; prepares, drafts, and distributes required documents, forms, and reports to facilitate policy development and timely, accurate, and consistent communication. Ensures members of the community are offered information and resources available to members of the community; attends meetings, networks within the community, provides phone outreach activities, and develops community relationships at the guidance of the Councilmember. Ensures members of the community receive assistance when seeking community resources; supports case management for community programs, provides administrative work, and maintains reports, documents, and data on services and community outreach goals in collaboration with City departments at the guidance of the Councilmember. Assists and supports various administrative staff with policy and procedural development and creation; provides professional level analysis regarding policy direction and defining policy parameters. Monitors potential legislation impacting policy and procedural development within the City; reports on impacts and items of interest or concern; develops and recommends alternatives and solutions. Prepares resolutions and other documents and agenda items as needed; provides regular briefings on areas of responsibility to facilitate timely information sharing. Conducts research on regional and other plans to analyze impacts and serve as a knowledgeable resource; serves as a subject matter expert on policy development and analysis. Performs a wide range of technical, analytical, and general administrative duties. Performs other duties as needed or assigned. Knowledge, Skills, and Abilities Knowledge of principles and practices of effective research, data analysis, policy development, and the legislative process. Knowledge of practices, services, and operations of municipalities. Knowledge of organizational planning and design. Knowledge of policy planning and ordinance development, adoption, and implementation. Knowledge of customer service and community liaison. Ability to solve problems and recommend solutions. Ability to promote effective outreach programs. Ability to educate and inform members of the community of City programs. Ability to prioritize multiple tasks, projects, and demands. Ability to troubleshoot and implement technical solutions. Ability to analyze problems, identify solutions, and recommend techniques for resolution. Ability to communicate effectively verbally and in writing. Ability to establish and maintain effective working relationships. Experience 3 plus years of experience in organizational planning, policy research, analysis, and development. Education High School Diploma or GED. Preferences Advanced degree highly desired. Salary Range $49,805.08 - $62,256.35 The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
