Job Summary Under the general supervision of the Procurement Manager, responsible for performing entry-level work in the procurement of goods and services under $70,000, which may include: review of requisitions and specifications for compliance with State and local statutory requirements, preparation of purchase orders, developing informal solicitations, and coordinating term agreements and cooperative purchases. Job Description Overview The Buyer reviews, processes, and provides assistance in the procurement of complex and high-profile goods and services for the City of Dallas. Reviews specifications, develops requests for bids and proposals, evaluates and tabulates bids and proposals, conducts market research, and resolves vendor disputes. Essential Functions 1 Performs entry level procurement work for the benefit of the City; assists in the management of p-card purchases and processes Purchase Orders from Requisitions in AMS and requisitions that do not need to be competitively bid. 2 Tracks and monitors P-card transactions; performs reconciliations and identifies discrepancies based on departmental purchases and card uses. 3 Coordinates the purchasing transactions of various department to ensure the purchases will meet department’s needs and that procedures comply with legal requirements; reviews proposals and bids received from vendors to ensure awards made comply with bidding laws and regulations. 4 Communicates and reviews vendor contracts; maintains and updates spreadsheets, databases, and other software programs managing purchasing and procurement; participates in master agreement development. 5 Participates and conducts various meetings to ensure appropriate purchases are being made to meet department requirements. 6 Assists and supports other Buyers; monitors quality control to ensure purchasing and bidding activities adhere to policies and procedures. 7 Performs any and all other work as needed or assigned. Knowledge and Skills 1 Knowledge of purchasing and procurement practices, procedures, and methods. 2 Ability to perform mathematical computations with accuracy and efficiency. 3 Communicating effectively orally and in writing. 4 Establishing and maintaining effective relationships. 5 Knowledge of computer and software programs for purchasing activities. Experience 1 year experince in procurement Licenses and Certifications None Education High School Diploma, GED Salary Range $21.25 - $25.40 The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
