Job Summary Job Description Overview The Age Friendly Officer is responsible for leading senior services work within the Office of Community Care and for working cross-departmental to leverage City investments and resources in support of older adults. Oversees staff members within the Office of Community Care, who provide information and referral services, manage the Senior Services Help Line, oversee contracts with community organizations for services for seniors, and regularly host and attend outreach events. Reports to the Director of Community Care Services and collaborates with the division components: Social Services & Contracts Compliance and Budget and Finance. Essential Functions 1 Collaborates with OCC staff and other City staff to improve outreach and communications with seniors and older adults, centralize information related to senior services and programming, and will provide key support to the Senior Affairs Commission. 2 Serves as official representative on senior services and programming to City departments, the City Manager's Office, elected officials, and in the community. 3 Provides strategic, operation, and organizational leadership that strengthens alignment among and between senior services programming throughout the City of Dallas to ensure progress against Age Friendly Dallas Plan measures, City equity goals and strategic goals for seniors and senior services. 4 Establish practices to align and improve outreach and communications with seniors and older adults citywide, such as a centralized calendar of senior events, a senior-friendly webpage or site offering information on various programs and departments, newsletters and other outreach tools, and/or other items to be identified, with an emphasis on language access and accessible means of communication. 5 Oversees the execution of Citywide senior services efforts and plans. 6 Develops and maintain communications tools for sharing data related to senior demographics, needs and other data, such as public dashboards or reports, etc. 7 Provides support and oversight for Senior Affairs Commission, in partnership with Director and with senior services staff. 8 Oversees the development of a strategic plan for citywide senior services programming within first year of employment, and the establishment a process for progress evaluation and regular updates to goals and plan over time. 9 Establishes and maintains key partnerships with community organizations and other entities to advance the City’s goals related to seniors. 10 Partners with community stakeholders to review and assess progress towards Age Friendly Dallas goals, including the potential to develop an update Age Friendly Dallas Plan or goals. 11 Advocates for equity, diversity, and inclusion, and develop strategies and shared organizational responsibility for equity in aging. 12 Manages the administration of the division, identifies best practices for leading with equity and opportunities that align with Management priorities. 13 Other responsibilities as assigned. Minimum Qualifications Education Bachelor's Degree in Public/Nonprofit/Business Administration, Public Policy, Political Science/Political Economy, Social Work, Counseling, Gerontology, Education, Sociology, or Human Rights. Experience Seven (7) years of increasingly responsible professional experience in the areas of government, community, or educational programs related to diversity, inclusion, and equity. Three (3) years of experience working on aging issues and/or with older adult populations. This could include employment, volunteer work, advocacy or other experience. Knowledge, Skills, and Abilities 1 Knowledge of City's non-discrimination policies and related state and federal laws. 2 Knowledge of Dallas Resilience Strategy, Equity Indicators Report, Racial Equity Plan, and Age Friendly Dallas Plan, all of which can be found online. 3 Knowledge of concepts, national trends, and current issues related to aging, age-friendly, age equity and inclusion. 4 Knowledge of principles related to public communication and outreach, particularly as it relates to older adults. 5 Knowledge of organization, function, and authority of various City departments. 6 Knowledge of program planning and monitoring and evaluating techniques. 7 Knowledge of principles of supervision, and performance evaluation. 8 Skill in planning and implementing events, such as outreach events 9 Ability to conduct research, prepare, and present clear and accurate reports. 10 Ability to establish and maintain effective working relationships with City staff and officials, other government officials, community groups, the general public, and media representatives. 11 Demonstrate ability to effectively manage administrative matters, accomplish department goals and delegate responsibilities. Salary Range $89,442.77 - $111,803.46 The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
