Summary

A successful candidate will play an active role in the City of College Park's existing operational success. The purpose of the position is to inspect construction and development projects. The successful implementation ensures compliance with local, state, and federal building and zoning regulations.
Essential Functions

Independent judgment is required to identify, select and apply the most appropriate of available guidelines and procedures as well as interpret precedents. This position is responsible for ensuring residential and commercial project safety and code compliance through regular field inspections including foundations, Plumbing, HVAC, Electrical, Erosion and Sedimentation Control, and Final Inspections for occupancy.
  • Review construction plans for compliance with federal, state, and local codes, regulations, and ordinances.
  • Administer the City's permitting process by reviewing applications and answering customer inquiries.
  • Perform residential and commercial building inspections.
  • Conducts field inspections of residential and commercial construction sites and structures to ensure compliance with city, county, state, and federal codes, ordinances, and regulations; maintains inspection log.
  • Reviews construction plans and documents for compliance with all relevant codes, regulations, and ordinances.
  • Inspects unsafe buildings including those that are burned or abandoned and recommends abatement procedures if necessary.
  • Reviews plans and other related construction documents.
  • Issues warnings, stop work orders, and citations for non-compliance.
  • Attends Municipal/Superior Court proceedings when necessary.
  • Attends applicable workshops, forums, and training sessions.
  • Performs other related duties as assigned.
  • The omission of specific duties does not preclude the supervisor from assigning duties that logically relate to the position.
Required Knowledge, Skills and Abilities

  • Knowledge of City and department policies and procedures.
  • Knowledge of City and State construction code requirements.
  • Knowledge of generally accepted engineering, construction, and building practices.
  • Knowledge of erosion and sedimentation control standards, construction methods, and materials.
  • Knowledge of City zoning ordinances, codes, regulations, and policies.
  • Knowledge of occupational hazards and safety precautions.
  • Ability to analyze and interpret data, studies, laws, regulations, goals, and objectives for City officials, developers, and the general public.
  • Ability to identify, coordinate and resolve a wide variety of issues in the development of land use policy.
  • Ability to organize and prioritize workload with attention to detail.
  • Ability to understand and follow quickly and accurately oral and written instructions.
  • Ability to understand and apply available guidelines to varied operational requirements, and to follow clearly stated oral and written instructions.
  • Ability to communicate, meet, and deal with the public and employees in a pleasant, courteous manner.
  • Ability to accurately record and transfer data from one source to another and to perform basic mathematical calculations.
  • Ability to prepare clear and concise reports and maintain accurate records.
  • Ability to maintain alphabetical and chronological files.
  • Ability to maintain confidentiality related to documents, reports, correspondences, and calls.
  • Ability to work independently without specific instructions.
  • Must be able to use tact and courtesy in dealing with the public.
  • Must be able to analyze and evaluate procedures and work processes and exercise appropriate judgment in establishing priorities and work methods.
  • Must be able to establish and maintain effective working relationships and deal effectively and courteously with others, to work independently and in team settings.
  • Must be able to type or use a personal computer with word processing and related software and to enter and retrieve information with reasonable speed and accuracy.
  • Moderate physical activity. Requires handling objects of average weight up to fifty (50) pounds, standing and/or walking for more than four (4) hours per day.

Qualifications

  • High School Diploma; Associate's degree preferred.
  • Must have at least three (3) years of experience as an Inspector, Engineer, Superintendent, Foreman, or Competent Mechanic in charge of construction.
  • Two (2) to three (3) years of professional experience in the construction industry ICC Certification and or State License for trade required.
  • Minimum three (3) years of experience in construction plan reviewing/building inspection or in a relevant construction field.
  • A minimum of two (2) ICC Certifications or ability to obtain within 1 year or an equivalent combination of education and experience necessary to perform the essential job functions is acceptable; an equivalent combination of education and experience.
  • Strong organizational and communication skills.
  • Experience in communicating with diverse communities, and in establishing and maintaining cooperative working relationships.
  • Proficiency in MS Office Suite, as well as knowledge and understanding of the organizational structure, workflow, and operating procedures.
  • Extensive hours and weekends will be required at times.
