Airport Health & Safety Coordinator
Under administrative direction, is responsible for planning and adminstering a specific project or program for a City department. Serves as the administrative supervisor on projects or programs. Plans, assigns, supervises, and reviews activities of subordinate personnel. Monitors the project or program's operating budget and assists in the annual preparation of same. Designs, implements, and monitors procedures utilized in program evaluation. Develops and secures commitments from other City departments and agencies to provide services to program participants. Provides technical assistance or reviews program policies and procedures. Maintains current information and oversees the preparation of project status reports. Prepares financial and narrative reports and program applications. Communicates project/program status and information to municipal officials and/or public and private entities. May supervise employees assigned to the respective project. Performs other related duties as required.A High School Diploma or GED is required. A Bachelor's Degree from an accredited four year college or university in Business or Public Administration, Social Sciences, or closely related field preferred. Two (2) years of full-time, paid, progressively responsible experience in program administration is required. Must be able to lift and carry thirty (30) pounds. A valid State of Ohio Driver's License is required.Duty Statement (Function):
Under administrative direction, is responsible for the various functions including but not limited to, regulatory compliance, OSHA/PERRP, ADA, labor relations and policy management, and records management. Responsible for development, implementation and maintenance of comprehensive and integrated safety programs ensuring compliance with applicable federal, state and local rules and regulations.
Responsibilities:
  • Design, implement, oversees and promote all occupational health and safety policies, procedures and programs including research, review and documentation of incidents/accidents, best practices, policy revisions and risk assessments.
  • Identify and address safety issues before they become hazards and thus increase system safety, increasing safety at the Department of Port Control (DPC) and harmonizing with standards and recommended practices.
  • Organizes and conducts Airport(s) Safety Committee activities and reports findings and actions to the executive team to ensure compliance with standards and specifications mandated by governmental requirements related to the Aviation industry.
  • Oversees, promotes and ensures compliance with occupational health and safety management policies, procedures, and programs to minimize employee accidents and to promote a safe work environment. Prepares accident and injury reports as necessary.
  • Oversees employee/management safety committees to identify and eliminate hazardous conditions and generates reports identifying areas with high rates of injury.
  • Continuously assesses and evaluates the effectiveness of implemented risk control strategies; supports the identification of new hazards. 
  • Utilize department and city processes to coordinate worker's compensation or Americans with Disabilities Act work accommodations. 
  • Analyzes, develops, and /or revises existing components of Airport’s Safety Programs. 
  • Reviews processes/procedures and participates in emergency preparedness program exercises, drills and training events.
  • Facilitate near miss, incident, and injury prevention investigations for DPC employees.
  • Prepare safety reports for management outlining trends for motor vehicle accidents, near misses, first aid injuries, and medically treated injuries.
  • Develop and implement occupational health and safety training programs and coordinate external training programs with vendors and airport leadership and employees. Train employees and supervisors in best safety practices, policies, and procedures.
  • Perform and document site inspections, employee safety meetings, new hire safety orientations, job hazard analysis and monthly safety committee meetings. Provide occupational health and safety resources, handouts and materials to the organization and contractors.
  • Conduct internal onsite inspections to ensure safety and health requirements are maintained in accordance with state and federal regulations and organizational safety policies and programs.
  • Assists with budget development and section procurements including ordering supplies/materials, services, manages requisitions and payments, and monitors contracts for compliance with terms and specifications.
  • Promotes and ensures compliance with occupational health and safety management policies, procedures, and programs to minimize employee accidents and to promote a safe work environment. Prepares accident and injury reports as necessary.
  • Performs other related duties as required.
Minimum Qualifications:
  • A High School Diploma or GED is required.
  • A Bachelor’s Degree in Occupational Health and Safety, Business/Public Administration, or a closely related field from an accredited four-year college or university is required. (Substitution: Two years of experience may substitute for each year of college education lacking.)
  • Three years of management experience in the administration of occupational health and safety, worker’s compensation programs, etc. is required.
  • NIMS and ICS certifications for General Employee tier and any assigned working groups must be completed within six months of employment and complete additional or refresher trainings as required.
  • Must have a demonstrated ability to work in a diverse and inclusive environment that fosters non-discrimination.
  • Must be highly organized, detail oriented, have the ability to prioritize multiple responsibilities.
  • Must have exceptional customer service skills with the ability to communicate professionally and effectively with both internal and external customers.
  • Must be able to wear and utilize required safety equipment such as respirators, hearing protection, or fall restraining harnesses as required by the conditions present at any incident and as required under applicable state or federal regulations.
  • Must be computer proficient in the Microsoft Office Suite, especially MS Excel and MS PowerPoint.
  • A valid State of Ohio Driver’s License is required.
  • Must successfully complete a Transportation Security Administration (TSA) 10 year fingerprint-based Criminal History Records Check and employment background check and Security Threat Assessment.
  • Must be able to pass a pre-employment physical and drug test.
  • Must be able to lift and carry thirty-five (35) pounds.
Preferred Qualifications:
  • Associate Safety Professional (ASP) or Certified Safety Professional (CSP) preferred.
  • Certified Member (CM) from AAAE or Airport Certified Employee (ACE) from AAAE preferred.
  • Previous airport experience preferred.
