City of Clearwater is Hiring a Solid Waste Specialist Near Clearwater, FL

Entry Salary Range: $56,313 - $61,944 DOQ
POSITION OPEN UNTIL FILLED
Under general direction, the Solid Waste Specialist is responsible for assisting in the development, implementation, and coordination of a comprehensive waste reduction program and providing customer service support as assigned, in support of: Solid Waste Operations, Supervisors, Code Enforcement, and the Customer Service Department.
This recruitment is for the Solid Waste department. 

Essential Functions: -- Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following: 

  • Responds to inquiries, comments and complaints of citizens/businesses regarding the City's Solid Waste/Recycling programs in order to assure adequacy and quality service. 

  • Reviews and monitors participation data based on information collected from City programs and private recyclers. 

  • Prepares reports containing findings, conclusions, and recommendations for the purpose of expanding and/or improving the solid waste/recycling programs. 

  • Assists in the development of promotional, educational, and sales materials for the various Solid Waste/Recycling programs. 

  • Conducts and/or participates in seminars, meetings, and other public forums. 

  • Assists residents, associations, and civic groups in the organization of solid waste/recycling programs. 

  • Coordinates with new and existing customers, assists with determining service level and service type. 

  • In the field, tags and tracks black barrels found in violation of the solid waste ordinance and maintains database; coordinates repair of containers. 

  • Determines solid waste code violations and takes appropriate actions to achieve compliance. 

  • Provides information on account changes to Utilities Management system Customer Service Department regarding price changes and extra charges. 

  • Assists in preparation of budget related to solid waste/recycling programs. 

  • Performs other duties as assigned. 

LicensesCertifications, and Equipment: 

A valid State driver's license is required. 

SWANA MSW Recycling Technical Associate within six months of hire date. 

Education and Experience: 

Bachelor's Degree in Public or Business Administration, Marketing, Communications, Environmental Engineering, Education or related field AND three to four (3-4) years of experience in education, marketing, or environmental outreach based work.; OR an equivalent combination of education, training, and experience may be considered. 

Knowledge of – 

  • Solid Waste/Recycling operations and programming 

  • Modern Solid Waste/Recycling technologies, economics, and environmental considerations 

  • Principles of management as applied to the administration of Solid Waste/Recycling programs 

  • Local, State and Federal laws pertaining to Solid Waste/Recycling 

  • Public communications and outreach 

  • Project management 

  • Department policies and protocols 

  • Equipment maintenance practices and methods 

Skill in 

  • Communicating and conducting presentations with the general public and businesses 

  • Developing and implementing Solid Waste/Recycling Programming 

  • Providing direction to subordinate personnel 

  • Conducting waste audits and developing sound solid waste management programs 

  • Understanding and complying with oral and written instructions 

  • Reading and interpreting ordinances, contracts and legislation and using sound judgment in the application 

  • Using tact and independent judgment within established guidelines 

  • Communicating effectively both orally and in writing 

  • Operating personal computers and developing a database for recordkeeping and analysis (proficient in Microsoft Office - Word, Excel, Outlook, etc.) 

  • Establishing and maintaining effective working relationships with government officials, officials of private organizations, consultants, and other City employees
