City of Clearwater is Hiring a Floodplain Administrator Near Clearwater, FL

TARGET ENTRY SALARY: $79,238 - $103,000 DOQ
POSITION OPEN UNTIL FILLED

 
Under limited direction, the Floodplain Administrator oversees, manages, and ensures the effective processing of all flood loss reduction, flood damage prevention, post-event coordination with local, state, and federal agencies, and floodplain activities within the City. 

Essential Functions: -- Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:

  • Informs, educates, and explains floodplain development requirements to City and community leaders, City staff, citizens, and the general public. 
  • Centralizes, updates, reviews, and maintains flood maps, plans, and policies regarding flood reduction and prevention to provide streamlined access to information. 
  • Assists outside agencies during Community Assistance Visits, Community Rating Systems Program reviews, and other floodplain related projects and/or programs; acts as a FEMA liaison for the National Flood Insurance Program.
  • Serves as primary contact for elevation certificates, substantial damage assessment, and audit related needs.
  • Participates on the Local Mitigation Strategy (LMS) Work Group as the city’s primary representative; coordinates with County and City staff on plan updates and provides support for citizen committees; updates City Council and the public as appropriate. 
  • Ensures the City of Clearwater complies with all local and federal laws and regulations related to floodplain management.
  • Reviews all floodplain related projects received from Federal and State Agencies, including LOMR, LOMA, and other associated flood map adjustments.
  • Reviews floodplain permit applications and proposed developments to ensure they have necessary permits and approvals; inspects developments to determine compliance.
  • Assists with and facilitates all floodplain matters with other various departments.
  • Provides floodplain management guidance related to community drainage improvements, flood protection, floodplain management, and flood mitigation projects. 
  • Participates on the Emergency Response Team for emergency situations including disaster response and recovery. 
  • Performs other duties as assigned.
Licenses, Certifications, and Equipment:
  • A valid State driver’s license is required.
  • Association of State Floodplain Managers (ASFPM) Certified Floodplain Manager certification. Must complete required continuing education to maintain certification as required by ASFPM.
 
Education and Experience:
Bachelor’s Degree in floodplain or emergency management, planning, environmental or governmental studies, engineering, or closely related field AND six (6) years of professional level experience in the administration of floodplain, hydrology/hydraulics, geographic information systems; OR an equivalent combination of education, training, and experience may be considered.Knowledge of 
  • Thorough knowledge of Federal and State Floodplain Management programs 
  • Thorough knowledge of Floodplain development, permitting, and mapping 
  • General knowledge of principles of surveying and building construction
  • General knowledge of hydrology and hydraulics
  • Standard business and management practices and procedures 
  • Computer software systems and programs 
  • General office policies and procedures; computers and general office equipment
  • Professional customer service skills
 
Skill in – 
  • Preparing and presenting concise reports 
  • Managing time and prioritizing tasks
  • Interpreting the Flood Insurance Study (FIS)
  • Project management
  • Communicating effectively verbally and in writing
  • Establishing and maintaining effective working relationships 
  • Operating a computer and related software
  • Effectively speaking to small audiences to convey information.
