Position Description
TARGET ENTRY SALARY: $91,728 - $119,247 DOQ
POSITION OPEN UNTIL FILLED
Under limited direction, the Planning Division Manager supervises, manages, and oversees the City's Development Review personnel. Evaluate site plans, permits, and land development applications, for consistency with the Community Development Code and Comprehensive Plan.
Duties and Responsibilities

Essential Functions :Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:
  • Participates in and manages complex professional planning projects, research and analysis.
  • Prepares planning information and presents at City Council; provides quality control for agenda items and other documents prepared by staff.
  • Provides extensive and professional customer service for the general public, city staff, elected officials, and outside professionals.
  • Communicates regulations clearly and concisely to lay groups and the general public; assists applicants, owners, and others through permitting and applications; disseminates information, prepares reports, and communicates extensively through the process of planning and development; participates in meetings, public hearings, pre-application meetings, and plan reviews to ensure compliance with regulations.
  • Gathers, compiles, researches, and uses data for analysis and to answer Council concerns.
  • Advises and represents the department and City at various internal and countywide committees, boards and stakeholder groups on planning and related issues as needed.
  • Develops goals and objectives; makes work assignments; provides technical assistance, mentoring and coaching to assigned staff to accomplish goals and objectives; provides reviews, feedback, and analysis of work products.
  • Participates in the selection, placement, promotion, training, appraisal, and discipline of assigned personnel.
  • Performs other duties as assigned.
Development Review
  • Performs or supervises, checks and reviews site plans for sufficiency and consistency with the Community Development Code, and prepares and reviews staff recommendations and reports and expert witness presentations at public hearings; coordinates the Development Review Committee meetings.
  • Manages and oversees personnel inspecting construction sites for permitted landscaping, tree removal, tree preservation, and hazardous trees for compliance with the Community Development Code and erosion control; issues stop work order or red tags as needed.
  • Manages and oversees tree and landscaping related code violations including inspections, notices, expert witness presentations before the Municipal Code Enforcement Board.
  • Prepares memos and correspondence pertaining to any aspects of zoning or current plans.
Minimum Qualifications
Licenses, Certifications, and Equipment:
A valid State driver's license is required.
American Institute of Certified Planners (AICP) certification is preferred.
Education and Experience:
Master's Degree in Planning or a related field AND five (5) years of experience in the field of public planning; OR an equivalent combination of education, training, and experience may be considered.
