Essential Functions: -- Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:
Plans, supports, and manages a comprehensive municipal fire prevention, investigation, public education, and emergency management program for enforcement of local, state, and federal laws and codes as they pertain to fire safety.
Empowers, develops, and manages assigned personnel involved in fire prevention inspection, arson investigation, and fire safety work, resolving conflicts; promotes teamwork and ensures communication among shifts and districts.
Ensures and encourages uniformity of fire prevention and investigations management and facilitates coordination of activities among shifts, districts, and other departments and agencies.
Manages and ensures coordination of Emergency Management Plans and Procedures, the Department's fire investigations, Fire Code Enforcement Operations, and Public Education programs.
Plans, develops, prepares, and implements the Fire Prevention and Investigations Bureau annual budget and manages operations within that budget; tracks and monitors expenses and ensures the adherence to all budgetary guidelines and standards.
Promotes innovation, improvement, and employee development to achieve the vision of the department; participates in policy and protocol development; implements new procedures and encourages staff development.
Supervises, oversees, and assists in the management of fire staff and personnel; administers appropriate disciplinary action as necessary, provides performance evaluation and feedback, and monitors department goals and objectives.
Oversees the preparation and compilation of division records and statistics.
Investigates cause and origin of fires; collaborates with other staff and personnel to investigate and gather information about fire and emergency incidents.
Performs other duties as assigned.
Licenses, Certifications, and Equipment:
A valid State driver's license is required.
State of Florida Firefighter Certification is required.
Fire Officer One Certification required.
Fire Safety Inspector I Certification required.
Fire Investigator I Certification must obtain and maintain withing one (1) year of hire date.
Fire Instructor I Certification must obtain and maintain within one (1) year of hire date.
Emergency Vehicle Operations Certification must obtain and maintain within one (1) year of hire date.
Fire Pumps and Hydraulics Certification preferred.
Must be in compliance with FS.633.081 to be eligible for hire and must maintain full compliance as prescribed in FS.633.081 to maintain employment.
Education and Experience:
Associate degree in Fire Science, or a related field AND five (5) years of experience in the fire service, including two (2) years of fire investigation and two (2) years of fire inspection; OR an equivalent combination of education, training, and experience may be considered.
Knowledge of –
Modern techniques of fire prevention, inspection methods, and fire hazards
Methods of eliminating hazards
Ordinances and laws regarding fire prevention and fire safety
Building construction and materials
Emergency management and planning
Administration, budget management, and personnel management
Training and educational coordination and planning
Department policies and protocols
Skill in –
Communicating effectively with diplomacy and tact
Writing complete and accurate reports
Delegating duties and responsibilities, providing feedback and follow up
Evaluating performance and counseling subordinates
Providing effective leadership
Reading and interpreting plans and blueprints
Conducting analyses, writing reports, and making presentations
Setting priorities and managing time
Identifying, defining, and evaluating the objectives, activities, and methods of the department
Establishing and maintaining good relationships
Dealing tactfully with the public
