General Summary
The Civil Engineer for the Department of Utilities assists with and oversees the planning, design, and inspection of engineering projects for the City. Performs related assignments as required. Primarily and most frequently the work done here is performed independently with diverse functional areas and more expertise and specialized focus. Reports to the Utilities Engineer.
The preferred hiring amount is between $57,681.51 - $75,171.20 Annually. Starting offer is based on applicable education, experience, and internal equity. This is a full-time, exempt, position which provides excellent benefits including 13 paid holidays plus 1 floating holiday, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, City's retirement options, gym membership reimbursement (up to $34 a month), tuition reimbursement (up to $3,000 per fiscal year), and continuing education/training opportunities.

Essential Responsibilities and Duties
Assists the Utilities Engineer with professional and administrative work involved with plan reviews, engineering design, preparing cost estimates, project development for utilities capital improvement projects, construction management, field inspections, and maintenance of a variety of City-wide projects. These projects will cover the following areas, but not limited to: water, sanitary, stormwater, and natural gas systems coordination with surveying and CAD operations. Performs other related tasks as assigned.
Education, Experience and Skills

Minimum Requirements:
  • A bachelors degree in civil engineering, environmental engineering, mechanical engineering, environmental science, or a related field, from an ABET accredited school.
  • A valid driver's license issued by the Commonwealth of Virginia is required. (To view our driving eligibility requirements, visit ).
Preferred Qualifications:
  • Possession of an Engineer-in-Training (EIT) certificate highly preferred.
  • A minimum of 3 years of relevant professional engineering work experience is preferred (5 years or more highly preferred.)
  • A combination of knowledge and experience in the areas of Microsoft application software, GIS, GPS, CAD, SCAT regulations, VA Waterworks regulations, VDOT projects, NPDES phase II permit requirements, and VFMA Floodplain management requirements is also preferred.
Skills: Working experience and an understanding of hydro-logic and hydraulic models and their application in water and sanitary, natural gas, and/or stormwater systems for development projects is required. Familiarity with the City of Charlottesville engineering standards, codes and regulations, and local development projects is highly desirable.
Physical Conditions & Additional Information
Primarily office environment but needs ability to climb, crawl and access various areas during emergencies and in all weather conditions within construction sites.

    3. RETIREMENT: The City of Charlottesville manages its own retirement system and does not participate in VRS, however the City has a Portability Agreement with VRS. There are certain provisions that must be met and the portability request must be executed within 18 months of vesting in the City's Plan.
    • Pension:
      • Choose from two options:
        • A Defined Benefit Pension plan pays a monthly benefit in retirement using a defined formula based on the employee's earnings history, tenure of service, and age. Our plan has a 5 year vesting period and an employee contribution of 5% of salary.
        • A Defined Contribution 401a plan in which fixed contributions are paid into an individual's account by the employer, the contributions are invested, returns (positive or negative) are credited to the account, and the account balance is used to provide retirement benefits. The vesting schedule for our 401a plan is 33% after one year of service, 67% after two years of service, and 100% after three years of service. There is no required contribution from salary. (Note that: the Defined Contribution retirement plan is the only plan available for Library employees)
