JOB DESCRIPTION

JOB SUMMARY: The overall purpose and general responsibilities of the job.

Manages and oversees the day-to-day operations of the municipal airport in a safe and efficient manner; implements and monitors departmental capital improvement projects; manages the City-wide fleet, facility maintenance and safety programs; and performs other work-related duties as assigned.

ESSENTIAL JOB FUNCTIONS: The fundamental duties and tasks that define the job.

•Manages the operations of the airport to include fueling, tie-down and hangar rental and maintenance operations.

•Maintains inventory control of aviation fuel sales, testing and ordering.

•Manages airport leases, assignments, amendments, contracts, and bid awards along with custodial and mowing contracts for airport facilities and grounds.

•Negotiates contractual agreements as authorized.

•Communicates with general public, hangar tenants, management staff, regulatory agencies and others to coordinate daily operations, special events and maintenance of airport grounds and buildings.

•Markets and conducts economic activities to prospective and interested parties for new and modified leases, agreements and other sources of revenue derived from airport-oriented business activities.

•Reviews and manages airport capital improvements/projects, coordinates with FAA, prepares grant requests for capital improvements and coordinates with contract engineers and City staff.

•Maintains maintenance schedules for fleet and facility maintenance and ensures appropriate individuals, i.e. vendors, contractors or employees, perform required maintenance as scheduled.

•Performs administrative duties including the preparation and administration of budgets, financial reports, work orders and purchasing.

•Recommends and implements goals, objectives, and practices for providing effective and efficient airport services.

•Responds to after-hours airport emergencies.

•Performs related duties as assigned.

SECTION II – JOB DIMENSIONS

CONTACTS: Nature of contacts, external relationships, and internal relationships.

Utilizes tact, diplomacy and persuasiveness when resolving complex and significant issues dealing with aviation planning, decision-making and operations. Provides complex or technical information such as cost containment efforts and results, annual budget fund and expenditure data, and strategic planning recommendations.

Internal Contacts: Constant contact with departmental personnel and other City departments.

External Contacts: Frequent contact with other government agencies, tenants, prospective tenants, outside organizations and the general public.

RESPONSIBILITY: Supervision given, accountability, safety, budgeting, spending authority and confidentiality.

Primary responsibility for managing the day-to-day operations of the municipal airport in a safe and efficient manner. Job has major impact on City operations, budget and public image. Responsible for implementing and monitoring Airport Capital Improvement Projects.

DIFFICULTY: Judgment, initiative, and decision-making.

Work may require interpretation of policies, procedures and/or guidelines and development of recommendations consistent with City directives, policies, and regulations. Discretion is required in the selection of appropriate resources to use in accomplishing assigned work.

GUIDANCE: Supervision received and level of independence.

Employee receives direction when performing the essential job functions. Work is performed in accordance with established guidelines or procedures.

WORKING CONDITIONS: Working environment and other conditions of employment.

Working conditions are primarily in an office environment. Exposure to moderate levels of fumes, oils, lubricants and cleaners on a daily basis with limited exposure to risks controlled by safety precautions. Occasional works near moving mechanical parts and may be exposed to loud noises.

SECTION III - JOB REQUIREMENTS

EDUCATION AND EXPERIENCE: Minimum requirements for formal education and job related experience.

Bachelor’s degree from an accredited institution/college or university in Aviation Management Business Administration, Public Administration or a related field and 2 years in operational services management work; or an equivalent combination of education and/or related experience.

SKILLS, KNOWLEDGE AND ABILITIES: Utilized in the performance of the essential functions of the job.

•Knowledge of Federal, state and local regulation pertinent to airport management

•Knowledge of airport maintenance requirements and necessary supplies, materials and equipment

•Knowledge of principles and methods of airport management

•Knowledge of budget preparation and monitoring techniques and procedures

•Knowledge of FAA policies and regulation pertaining to the operation of airport and their security and access

•Knowledge of airport construction and maintenance techniques and procedures

•Knowledge of airport emergency procedures and practices

•Skill in utilizing personal computer and associated software programs.

•Ability to communicate clearly and effectively with diverse individuals, both verbally and in writing

•Ability to establish and maintain cooperative working relationships with those contacted in the course of work

•Ability to organize, direct and implement plans and programs

•Ability to develop reports and presentations

License and Certification

•Valid Class C Texas Driver’s License or obtain within 30 days of employment

•Accredited Airport Executive by the American Association of Airport Executives within 3 years of employment

PHYSICAL DEMANDS: The physical requirements associated with performance of the Essential Job Functions.

Physical requirements include carrying/lifting 20 lbs. and occasionally pushing/pulling up to 50 lbs.; visual acuity, speech and hearing; hand eye coordination and manual dexterity necessary to operate telephone, personal computer, basic office equipment; subject to carrying, lifting, twisting, kneeling, standing and reaching to perform essential job functions.
