City of Casselberry is Hiring a Cross Connection Control Technician Near Casselberry, FL

The Cross Connection Control Technician is responsible for the installation, maintenance, and repair of cross connection control devices to prevent the contamination of potable water for the City of Casselberry. The Cross Connection Control Technician performs work independently within established policies and procedures.Provides service and maintenance of cross connection control devices. (95%)
  1. Inspects initial installations of back flow devices to ensure compliance with the Cross Connection Control Plan.
  2. Terminates access to water for non-compliance with the Cross Connection Control Plan.
  3. Prepares reports on installations, tests, and inspections of backflow prevention devices.
  4. Inspects reclaimed water irrigation lines for any possible cross connections such as, above ground hose bibs and conducts tests on valve to verify proper functionality.
  5. Installs and repairs dual check valve to prevent back flow of contaminates into the water supply.
  6. Performs periodic tests, installations and repairs of backflow prevention devices to ensure satisfactory operations of City-owned property.
  7. Responds timely to customer questions and concerns regarding back flow devices and reclaim water rules.
 Additional Duties and Responsibilities (5%)
  1. Encourages and displays a daily teamwork driven mentality based on the unified divisional goals set forth by the Utility Divisions Director or designee.
  2. Performs all duties and responsibilities in a manner consistent with the core values of the City, and consistent with City and Department policies.
  3. Follows safe working practices and has a working knowledge of safety practices and procedures.
  4. Installs temporary fire hydrant meters for industrial/commercial customer usage.
  5. Adheres to laws, regulations and policies of the City and of the assigned Department. Follows instructions provided by supervisor, Department Director or their designee.
  6. Completes the identified required or assigned training timely and applies acquired knowledge and/or skills.
  7. Participates in department meetings, staff meetings and other related activities.
  8.  Provides cross divisional training opportunities to other City employees when requested by Distribution and Collection Superintendent. 
 Emergency Management Role 
  1. Participates as a member of the City staff as required to take action in the event of an emergency.
  2. Acts in the assigned role to support the City in disaster preparation and/or disaster recovery efforts as described in the City of Casselberry Emergency Management Plan, assigned by supervisor or designee. As a member of the Public Works & Utilities Department may be responsible for the coordination of the maintenance and/or clearing of roadways, the operability of City’s fleet and prevention or drainage of local or area-wide flooding. In addition, as a member of the Public Works & Utilities Department may be responsible for the maintaining and/or rapidly restoring the operability of the City’s water and sewer systems.

  1. Education and Training:A High School Diploma or G.E.D. is required.
  2. Experience:A minimum of two (2) years’ experience in water/wastewater industry, utilities or related field is required. A comparable combination of education and experience may be considered.
  3. Certificates, Licenses and/or Registrations Required:Must possess and maintain a valid Florida Class B (with tanker and air brakes endorsement) CDL Driver’s license and a Backflow Prevention Device Tester, Repair and Maintenance Certifications are required. A Motor Vehicle Record (MVR) check will be made to determine acceptance of past driving record.
  4. Security Clearance: Florida Department of Law Enforcement background clearance.
  5. Knowledge, Skills and Abilities:
  • Knowledge (intermediate to advanced level) of local, state and federal regulations affecting work.
  • Knowledge (basic to intermediate level) of departmental rules, policies and procedures.
  • Knowledge of safety procedures for areas of cross connection control and irrigation systems.
  • Knowledge of methods, materials, equipment and techniques used in the installation, repair and maintenance of irrigation systems and related equipment.
  • Knowledge of backflow device testing equipment, small tools, valves, and various backflow devices.
  • Knowledge of the technical practices necessary to maintain a complete and flexible backflow program.
  • Knowledge (intermediate to advanced level) of Central Square/NaviLine or similar utilities and work management software. 
  • Ability to establish and maintain effective working relationships with other employees and the public.
  • Ability to operate a motor vehicle and heavy equipment. 
  • Ability to make inspections to detect cross connections and take action to eliminate cross connections.
  • Ability to test and repair backflow assemblies.
  • Ability to locate leaks, stoppages, and malfunctions to irrigation systems and related equipment.
  • Ability (basic to intermediate level) to utilize Microsoft Office Suite, e.g. Outlook, Word, and Excel.

A. Work Environment: This position performs the duties in a field setting. The noise level in the work environment is loud. Physical Demands: The primary functions require frequent periods of standing, walking, bending, pushing and pulling, driving, time sitting, using hands to handle or feel and reaching with hands and arms. Occasionally this position will be required to climb or balance, jump, run or throw. In addition, this position may be required to occasionally lift and carry up to one hundred (100) pounds with or without assistance of another person or utilization of lifting equipment. This position is regularly required to use vision, speech and hearing, with or without assistive devices.
C. Equipment/Tools and Technology Used: This position utilizes the following tools and equipment while performing the duties of the job: City vehicle, hand tools (wrenches, pumps, drills, shovel, etc.), grinders, backflow testing gauge, hydrant meters, cell phone, computer, and printer.
D. Employee Infection/Exposure Risk Classification: Category III: Employee performs tasks that do not involve exposure to blood, body fluids or other potentially infectious materials (OPIM). Persons who perform these duties are not called upon as part of their employment to perform or assist in emergency medical care or first aid, or to be potentially exposed in some other way. Tasks that involve handling of implements or utensils, use of public or shared bathroom facilities or telephones, and personal contact such as handshaking are Category III tasks.
