The City of Carlsbad has had a long history of proactively address affordable housing and homeless issues. The Housing & Homeless Services Department is a newly created department to address the growing importance of these two issues in Carlsbad. The Department includes administration of rental assistance programs, creation of affordable for sale and rental housing, the implementation of critical city policies that help create additional affordable housing, administration of local and federal grant programs that provide critical services to the community, and implementation and oversight of services and resources that reduce homelessness.The Role:
Under general direction from the division manager, the incumbent in this series is fully responsible and has considerable latitude to manage and/or direct others in the administration of assigned specialized programs. The incumbent works cross-functionally to perform highly responsible, complex, professional, administrative and technical work in contract management, performance monitoring, data analysis and presentation related to housing and homeless program administration.
Program Managers are considered as emerging experts in their field. Either position is distinguished from the Management Analyst series in that Program Managers typically manage specialized and/or public facing programs and do not regularly perform generalist assignments such as budget administration or contract management. Management Analysts provide financial or general data and support to the Program Manager. Program Managers are responsible for full cycle programs and service delivery for a major program(s). These positions are in the Housing & Homeless Services Department.
